General Definition of Work Performs work compiling and maintaining complex financial records for internal and external users, interacting with all levels of the organization, reviewing, researching, and resolving complex financial reporting issues, alerting upper management to financial system or control issues and recommending appropriate corrective actions, and other work as apparent or assigned. This position reports to the VP Finance / CFO. PAY: $23.77 - $33.28 PER HOUR Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily, with or without a reasonable accommodation. Compiles, analyzes, and researches financial information used in the preparation of complex financial reports, including special projects. Prepares financial schedules and related information for the Annual Financial Report and the submission to the Department of Housing and Urban Development (HUD) Real Estate Assessment Center and assists independent auditors as required. Prepares, analyzes, and submits requests for reimbursement of Grant Funds through the Line of Credit Control Systems (LOCCS), reports monthly expenditures through the Voucher Management System, or other entities as appropriate. Maintains specialized data bases and participates in the implementation of accounting system improvements including sub-system implementations and conversions, and makes recommendations to upgrade or modify departmental information systems and procedures. Reviews and assesses current accounting procedures and recommends needed improvements. Determines relevance of current procedures by studying guidance from HUD and other goverment authorities and makes changes to procedures when necessary; performs various technical and administrative duties related to financial data preparation, reconciliation, and presentation. Reviews pending charges for accuracy and validity and makes needed corrections; closes financial records and prepares necessary journal entries; and prepares various financial reports for presentation to the Board of Commissioners, RRHA Management and external organizations. Collects, analyzes, and prepares documents for both internal and external use that conveys financial and budgetary information in a useful manner; provides managers with detailed guidelines in the preparation of the Annual Consolidated Operating Budget as well as various program budgets; develops income projections and spreadsheets for compiling annual budget information; directs the fiscal inventory of RRHA’s fixed assets; assures that fixed assets are accurately reported for additions, deletions, and transfers, and maintains appropriate documentation for RRHA’s records; and assists other accountants within the department. Minimum Qualifications Bachelor's Degree in Accounting and considerable years of experience in Accounting, or a combination of equivalent education and experience. Preferred Qualifications Five years of experience. Certified Public Accountant (CPA) Special Qualifications Valid state identification or driver’s license in the Commonwealth of Virginia.
