DESCRIPTION Under the direct supervision of the Assistant Facilities Management Director, this position supports Facilities Management in ensuring equipment, facilities, grounds, and Jail are maintained, operational, and safe for public use. The Facilities Maintenance Technician performs maintenance and operates geothermal system boilers, HVAC/R systems, miscellaneous repairs, grounds keeping services (i.e., snow removal and grounds cleaning), and responds to emergency situations. Also provides custodial services and mail delivery in the absence of regularly assigned staff. Assists other maintenance engineers and keeps the Director of Facilities apprised of work performed by contractors. DUTIES / RESPONSIBILITIES ESSENTIAL FUNCTIONS: Operates HVAC/R System. Inspects air handler units, heat pumps, energy recovering units, coils, and air conditioner coils. Installs, monitors, and repairs all related parts to the HVAC system to ensure efficient operation. Drains, monitors, services, and assembles/disassembles chiller and cold-water loop. Bleeds air from hot water loop at startup, checks heat exchangers, coils and radiation for leaks and heat transfer. Services, repairs, and checks steam traps, radiation control valves, strainers, and pneumatic system air compressors. Performs Maintenance and Operates Boilers. Tests boiler water for chemical levels and gauges for accurate readings, adds chemicals to maintain proper mixture. Blows down boiler waterside to remove solids and sludge. Maintains safety equipment to ensure efficient working order and state safety requirements are met. Checks underground fuel tanks, switches boiler fuel as required, inspects boiler fittings and parts. Disassembles boilers and related equipment for state inspections, assembles boiler for seasonal start, alternates boilers, checks electrical connections in burner assembly. Performs miscellaneous repairs and assists in moving furniture around County facilities. Replaces/repairs fixtures, doors, windows, related hardware, office equipment, fittings, and office furniture. Orders replacement parts. Switches from utility power to interruptible power. Moves furniture and equipment during remodeling. Completes work orders assigned by Facilities Supervisor. Works with electronic door hardware and lighting control systems. Performs a variety of grounds keeping services. Installs and repairs signs in parking lots, sidewalks, and buildings. Removes ice and snow. Trims plants and trees. Picks up trash on grounds and patches blacktop parking lot. Assists service contractors to ensure completion of tasks and cleans up according to specifications. Responds to emergency situations on a rotating on- call schedule and reports within 30 minutes or less. Promotes a diverse, culturally competent, and respectful workplace. Orientates new personnel to the building, instructs new personnel in safety, and develop an efficient method of completing job requirements. Assists other employees in situation requiring more than one person. Shares information and experience with others. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration. Performs Other Related Functions as Apparent or Assigned. QUALIFICATIONS MINIMUM QUALIFICATIONS: High School Diploma/GED AND Three (3) years' experience in facilities maintenance PREFERRED QUALIFICATIONS: Experience with boilers, HVAC/R equipment, heat pumps, geothermal systems, etc. Possess a Second Class "C" Engineer License Associates or certificate in HVAC, energy management, building systems or related field. Experience performing miscellaneous building repairs Experience providing grounds keeping services CONDITIONS OF EMPLOYMENT: Must obtain a Special Class Engineer Boiler License and Second Class “C” Engineer License within 18 months of hire. Must possess a valid driver’s license and be able to drive in the State of Minnesota. Must be able to report to work within 30 minutes of notification. Must be able to be on the rotating on call schedule for nights and weekends. Must successfully pass a background check including fingerprinting. Must comply with all federal and state laws and organizational and departmental policies and regulations. Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes. HOURS OF WORK Monday through Friday from 8:00 a.m. to 5:00 p.m. Overtime, evening, holidays, and weekend hours may be required. Hours and days subject to change and may vary. Performs work in various buildings to include the Historic Courthouse, Government Center, Justice Center, Library and Public Works.
