Description: Department: Public Services Division: Public Works & Facilities Supervisor: Public Works & Facilities Manager Salary/Wage Range: $77,656.72 - $100,299.67 dependent on qualifications. Application Deadline: Monday, March 11th The Public Works & Facilities Supervisor assists the Public Works & Facilities Manager with administration, general supervision, operations, and short and long-term planning for the City’s streets, parks, airport, building facilities and storm utilities. This position is also responsible for assisting the Public Works & Facilities Manager in assigning and directing work, monitoring, and evaluating performance. Essential Functions of the Job: Assists in delegating work and coordinating employees. Assists in monitoring and evaluating employee performance and conducting employee evaluations. Provides training, development, and work evaluation of Public Works & Facilities staff. Plans jobs, establishes priorities, and assists with assigning jobs. Instructs and supervises in methods and procedures, and reviews quality standards. Manages right-of-way permits and ensures accuracy. Administers GIS maintenance management system. Administers asset management program. Provides maintenance and assists in repair of City facilities and upkeep to City property including park and street equipment. Maintains the appearance of city streets, storm sewers, city buildings, park grounds, picnic areas, trails, and airport. Assists in ordering and receiving materials and supplies. Operates equipment and trucks for construction, reconstruction, and maintenance of City streets and other public areas. Performs servicing, repairs, routine, and field maintenance on City-owned facilities, assigned vehicles, and equipment. Forms and installs concrete sections. Maintains all City facilities, streets, parking lots, and rights-of-way during summer and winter conditions. Lays and patches pavement and paints street and parking lot markings. Performs snow and ice removal. Mows turf areas. Applies pesticide and fertilizer to turf areas. Constructs, repairs, and cleans storm water systems. Installs and maintains traffic signage. Performs a variety of grading, shaping, digging, and loading activities. Plants, trims, and removes trees and bushes. Performs electrical and plumbing repairs. Provides technical support services to the city. Provides technical assistance during inclement weather conditions, makes emergency repairs as needed, and investigates trouble calls. Assists other departments as needed. Performs carpentry duties. Assists in preparation of various written correspondence, reports, procedures, ordinances, and other materials related to department activities and for boards and commissions. Assists and makes recommendations in employee hiring, promotion, and compensation to the Public Works & Facilities Manager and Public Services Director. Monitors safety conditions; ensures compliance of personnel with federal, state and City safety laws. Answers questions, investigates complaints, and resolves problems in an appropriate and timely manner and in accordance with policy. Attends regularly scheduled work hours and outside regular hours as necessary. Effectively and respectfully communicates and interacts with other employees, supervisors, individuals from other organizations, and citizen customers. Performs the physical and mental demands of the position. Demonstrates by personal example the integrity, ethics, and excellence in work performance that are expected from everyone in and attached to the organization. Performs other related functions as assigned or apparent to achieve the goals and objectives of Public Services Department. Equipment Used: This position uses equipment including, but not limited to: telephone, computer, power drills, air tools, weed whips, power pruners, communication radios, chop saws, chain saws, skill saws, jig saws, band saws, hedge trimmers, power washers, jack hammers, weed sprayers, 3pt drags, 3pt mowers, 2 ton hoists, stripers, jib cranes, floor jacks, snow blowers, shovels, rakes, articulating loader, backhoe, sweeper, dump truck, riding lawn mower, skid loader, roller, asphalt paver, asphalt reclaimer and tractor to perform required functions. This position does require the operation of an automobile. Requirements: Required Knowledge & Abilities: Knowledge in materials, methods, techniques, and equipment used in constructing, maintaining, repairing, and cleaning streets, sidewalks, curbs, gutters, storm sewers, and tree trimming. Knowledge of chain saw usage. Knowledge in noxious weeds, tree care, horticulture practices, pesticides, and herbicides. Ability to perform facilities and equipment maintenance functions. Ability to prepare and maintain accurate records. Ability to assist other departments in maintenance tasks as assigned in emergency situations or to balance seasonal workloads and schedules. Ability to listen, comprehend, effectively communicate ideas, explanations, and recommendations, orally and in writing. Ability to establish and maintain effective working relationships with community groups, commissions, elected officials, the public, and other departments. Knowledge of Microsoft Office (Word, Excel, Outlook). Knowledge of inventory control and supplies. Ability to plan and supervise the work of professional, technical, field employees, and contractors engaged in departmental activities. Ability to coordinate safety conditions on the job and work during emergency conditions. Minimum Qualifications: High School diploma or equivalent. A minimum of two (2) years of leadership experience in Public Works, Road Construction, Facilities, Maintenance, or a related field. Competent experience in operating power tools and repairing equipment. Valid Minnesota Class B Driver’s License with Airbrake Endorsement and Tanker Endorsement. Ability to operate front end loader, plow truck, backhoe, and skid loader. Practical and competent experience in snow removal equipment and other pieces of standard Public Works equipment. Preferred Qualifications: Valid Minnesota Class A Driver’s License with Airbrake and Tanker Endorsements. Certified Public Works Professional-Supervision certificate. Possession of a Minnesota Non-Commercial Pesticide Applicators License. One (1) or more years of supervisory experience in a related field. Experience in welding, carpentry, plumbing, HVAC, and electrical. Mechanical training and experience. Conditions of Employment: Must possess a valid Minnesota Class A driver’s license with air brake and tanker endorsement or the ability to obtain within sixty (60) days of employment with the City. Must possess a Minnesota Special Purpose Class Boilers Engineers License or the ability to obtain within one (1) year of employment with the City. Due to the need for a timely off-duty response to emergencies, this position is required to live (maintain a principle residence) within a thirty (30) minute drive as measured to the corporate city limits of Le Sueur. The driving time is defined as driving under normal driving conditions and at not greater than posted speeds. Employee must establish this principle residence within one (1) year of appointment. Must satisfactorily pass a criminal background examination. Must comply with organizational and departmental policies. Work Schedule: The typical work hours for this position are Monday through Thursday, 7:00am to 4:00pm and Friday, 7:00am to 1:00pm. Other hours may be required as assigned.
