CONSTRUCTION PROJECT PLANNER JOB ROLE OVERVIEW: The planner role will ensure that all work is being properly planned in accordance with all company and relevant regulatory guidance in the execution of traffic signal construction work and senior planner shall ensure that all planning is conducted consistently across the area as directed by the company and working to ensure that all Area Project Managers, Superintendents, Technicians, and Planners are included in the development of all plans prior to execution and are leveraged for problem resolution and work around planning as Jobs progress. The traffic systems construction Project Planner shall plan and schedule multi-million-dollar traffic systems projects of various types. The role will lead the planning and scheduling of work activities for the construction projects in dedicated areas of specified geographic regions of the state with their associated customers. The project planner shall act as the primary point of contact for day-to-day communication between area managers, superintendents, foreman and subcontractors regarding the work requirements and coordination associated with the construction project as they are being proposed, planned, readied for implementation, execution, and delivery. The Project Planner sustains construction plans as the work is being executed. The project planner will directly report to the division manager to implement consistent standards for all construction activities in all geographic regions while they are assigned to and work with the leadership and management of the construction teams in a particular region. The project planner will advise and implement the area manager’s and their superintendent’s direction on all matters associated with contract requirements, work segmentation and planning for execution, cost estimates, schedule, and the development of work packages for crew utilization on the job site. The role will also provide training and coaching to the more junior project managers. RESPONSIBILITIES AND DUTIES:WORK ACTIVITY PLANNING Providing the work package document packages that provide comprehensive guidance that enables every worker to demonstrate initiative and successfully execute the different work activities in the plans to complete the contracted Jobs. Provides accurate schedules/listings of the necessary resources and staffing requirements to meet project schedules, laws, regulations, best practices and safety needs. Thoroughly understands scope, drawings, specifications and performs the necessary analysis to determine requirements for proper workflow, tools, and resources (labor, material, subcontractor, and equipment) for effective Job execution. Sustain the company standard Work Breakdown Structure (WBS) and processes for all projects. Leads the takeoffs and budgeting efforts for the assigned projects. Develops and validates work package instructions, Job specific technical documentation and plans for personnel in the field whether from paper prints and electronic devices, even while environmental conditions can be loud and dynamic. Guides and consults the area managers, superintendents, and foreman in methods and process for determining status of assigned projects. Ensures personnel are thoroughly briefed and familiar with scope, activities, procedures, schedule, budgets, specifications, and overall plan for construction Jobs before mobilization and the initiation of work, overall and by project phase while reinforcing established crew work schedules, access, and starting and completion dates/times. Capture sequence revisions and updates the project schedules. Supports the development of change orders by documenting changes to scopes of work, line-item quantities, and factors that impact the technical details, cost, and schedule of proposed work when it is substantially impacted by direction or conditions that diverge from the original plan and estimate. Research, innovate, and lead the development and implementation of improvements to processes based on new technologies, techniques, lessons learned, automation, and standards to develop processes that are concise, efficient, effective. PLANNING PROCESS CONTROLS Development and sustainment of a work package supporting documents library that would identify, organize, keep current, and feed work packages all the standard documentation that supporting necessary references by work crews to standard installation details, equipment forms and instructions, safety items associated with the field work, etc. Guides and coaches area managers, superintendents, and foreman in the area of project planning, scheduling, and budgeting to increase company familiarity and application Guides and supports the interaction with internal and external personnel on project matters. Assists in preparing proposals and standard implementation project plans and schedules for construction crews in the region. Ensures that the assignment of work is apportioned out among crews, personnel, and subcontractors according to project plan and needs, and coordinates work so that it maintains a smooth flow among the various functional trades and work package activities documented in the schedules. Carefully monitors and controls the introduction and roll-off of the different trades to and from the projects as the project requires them and collaborates with the area management team superintendents of these various trades to ensure the ensure the work is most efficiently and effectively carried out in a manner consistent with the project plans and specifications. Identify foreseeable project utility impacts and provide recommendations for resolution and minimization of project/utility costs and delays. Track utility plan submittals and status of markups and coordinate with involved utility companies to achieve timely project notifications and submittals. SCHEDULING Develops and maintains project schedules. Develops and/or coordinates the development of special deliverables for projects according to customer Job requirements (construction execution plans, sourcing plans, project permit requirements review, project cost tracking, quality monitoring, turnover packages, etc. Provides schedule updates to leadership for the portfolio of Jobs in each geographic area. Lead the baseline schedule creation and approval effort for projects. Determines reasonable schedule logic, duration and constraints based on Interactive Planning sessions with Project Teams. Accountable to the creation of the master schedule to establish sequence and lead time of each operation to meet completion deadlines. Expert in fully building and maintaining an organized, integrated schedule using resource planning, base lining, and cost accounts. Works with subcontractor schedulers to incorporate data in the master project schedule. Puts together issue folders to capture impacts and delays to schedules and recommends mitigation/recovery schedules. RISK MANAGEMENT Lead and participate in Project Risk Reviews, perform schedule qualitative & quantitative analysis, develop/maintain/monitor risk mitigation and opportunity capture plans, and the maintenance of a project risk register that identifies best case, worst case, and most likely estimates of project for cost and schedule outcomes. Utilizes critical path analysis and what-if scenarios to fully support the project team PROGRESS VALIDATION May perform spot check site inspections to assess actual progress. Identify and report schedule variances and trends. Suggest corrective actions and develop recovery plans over potential delays captured above. REPORTING Develops and issue periodic reports (e.g. Critical Path Report, 4/3/2 Weeks Look-Ahead Schedule view, -Full Time Equivalent Histograms, Earned Value Analysis, and Risk Log.) KNOWLEDGE, SKILLS & ABILITIES: Knowledge Planning and scheduling knowledge that lends itself to the utilization of critical path analysis methods and the ability to analyze scopes, schedules, and progress to determine duration and logic issues. Understanding of objective methods for the determination of work progress, the principles and application challenges associated with implementing Earned Value Proficiency in developing detailed resource loaded design and construction schedules and preparing progress/status reports and performance of Earned Value analysis. A strong familiarity with business processes and how they relate to the role and its responsibilities and functions that ensure effective reliable execution is a requirement. A strong familiarity with the standards, guidelines, and regulatory agencies and their requirements as they relate to the performance of these functions is a strong preference. In depth Construction Management knowledge of construction practices, techniques, principles, local, state and federal construction regulations. Skills (Activities the candidate can perform) Exceptional data processing, to convert system data into the necessary informational products, is essential for the performance and management of the role and responsibilities of the function to ensure reliable execution supporting all critical processes. Must be able to effectively send communications (telephone, emails, specific applications, etc.), participate in and conduct meetings on critical topics, and document all communications in minutes and emails for sharing with all stakeholders requiring awareness in the wider environment of the company. Excellent verbal and written communication skills; tight communications are instrumental that are timely and thorough among all team members inside the Administration Department and with external area operations out in the field. Competencies (capabilities expected in the role) Comfortable with and quick to adapt to all forms of electronic devices and collaborative media to ensure quick, concise, yet thorough communications among stakeholders on all topics and issues that arise over the course of Job execution and company initiative rollout. Advanced computer and software utilization skills including construction management software, scheduling applications, word processing, other office applications (especially spreadsheets), email, etc. Ability to accurately read and interpret contracts, technical drawings, schematics, blueprints, and other technical documentation. Operational teamworking where one’s positive attitude and unique capacities, skills, and strengths are used to help the team achieve maximum shared goals in the most effective ways. QUALIFICATIONS:BASIC: U.S. Citizenship or the ability to work in the U.S. without sponsorship is required Dependable transportation and a valid driver’s license Very good knowledge of and capability with the English language (spoken and written) Drug screen and background checks are required of successful candidates. Office workers are required to stand, walk and sit; talk or hear, both in person and by telephone; use hands to finger, handle or feel objects or controls; reach with hands and arms. Regularly required to stoop, kneel, bend, crouch and lift up to 25 pounds. Physical strength, stamina, balance, and hand-eye coordination for activity at construction sites in the outdoors, potentially in weather of extreme heat and severe cold. Must be able to work 10 hours a day, 40 (4X10) hours a week, overtime and night shifts as required and be present at offices, laydown yards, or jobsites as required for specified shifts. EXPERIENCE Must have a minimum of 5+ years’ experience in transportation construction and civil engineering type projects; experience in a construction industry with the familiarity of the dynamics and nature of interactions of an integrated team environment that leverages strengths of a central administration core project office with the specific execution out in the field by strong leadership and managers in the execution of contracted work. Experience with time-impact studies and analysis. Experience with the Virginia Dept of Transportation and municipalities. Experience in dealing with contract compliance and administration. Constant contact with people like the public, inspectors and owners requires great customer service skills requiring deep listening capability and the ability to speak in a clear and concise manner. Writing proposals and budget plans, along with customer required documentation for Jobs. Regulatory Compliance: Comprehensive understanding and experience with local, state, and federal regulations governing right of way usage, permits, and construction activities. EDUCATION REQUIREMENTS: A relevant Associate’s Degree (AS) or Technical Certificate is required; a Bachelor’s Degree (BS) in Business, Engineering, Architecture, or Building/Construction Management is highly preferred. Relevant training, certification, and/or degree in project management and relevant technology is highly preferred. Six Sigma Certifications preferred.
