THE ASSIGNMENT Since 1936, Law Enforcement Rangers have protected and preserved the lives and property of our citizens and their guests while protecting the commonwealth’s irreplaceable natural and cultural resources. Throughout their history, Law Enforcement Rangers have practiced community policing in state parks and natural areas while they provide comfort and peace of mind to outdoor enthusiasts. The mission of the Public Safety and Law Enforcement Staff is Preserving the Past - Protecting the Future. The main office for the Public Safety & Law Enforcement Staff is located in Richmond, Virginia. The Training Specialist – Firearms Coordinator & Armorer will be assigned to the Public Safety & Law Enforcement Office at Natural Bridge State Park and supports firearms training and related operations across the state and at the Cardinal Criminal Justice Academy in Salem, Virginia as necessary. The position may require travel in an agency-owned/leased vehicle and occasional overnight stays. Under the direction of the Chief of Public Safety and Law Enforcement, or designee, the Training Specialist – Firearms Coordinator & Armorer acts as the PS&LE Staff's primary program coordinator for firearms and related training and as an armorer. The incumbent is responsible for the development, implementation, management, and evaluation of related training programs, ensuring that all personnel are highly qualified and well trained to perform their duties as Law Enforcement Rangers, and for assisting in the oversight of the training process for the Public Safety & Law Enforcement Staff. Acting as an armorer, instructor, and armory coordinator, this specialist will be responsible for the repair, maintenance, conversion, and testing for a variety of weapons including small arms, rifles, and shotguns managed by the Public Safety & Law Enforcement Staff. In addition, this position will assist with marksmanship training, serve as range officer, range master, and/or immediate range instructor during weapons training and required firearms qualification. The ideal candidate should have previous experience in supporting a training and academy programs as well as law enforcement operations and firearms. Minimum Qualifications Previous experience in supporting a law enforcement training and firearms programs. Current certification as a Law Enforcement Officer from the Virginia Department of Criminal Justice Services (DCJS) which includes accepting responsibilities related to being equipped with and using firearms or having been so certified within the previous two years. Current certification from DCJS as a General Criminal Justice Instructor, Firearms instructor, and armorer. High School Diploma or equivalent. Knowledge of: Glock handguns, shotguns, and rifles. Modern law enforcement principles, procedures, techniques, and equipment. Instruction design/training, training methodology, and adult instructional/learning principles and theories. Skill in: Effective oral and written communication, including presentations. Explaining complicated technical problems in simple non-technical language. Informing and communicating staff training options and sources. Providing guidance to individual employees on training plans and resources. Presenting and facilitating training programs using recognized training techniques and tools. Tracking of training needs, attendance and training outcomes. Staying current on training design, methods and technology. Ability to: Communicate ideas and proposals effectively so others will understand to include preparation of reports. Propose, interpret and evaluate legislative initiatives; establish and maintain harmonious working relationships with various agencies of government, administrative staff, political representatives, and the general public. Write, speak, coach and teach effectively. Manage the training of PS&LE Staff personnel. Oversee training curricula, materials and personnel. Plan, design and implement successful programs. Make sound decisions in a manner consistent with the essential job functions. Additional Considerations Experience with a training and training development program meeting DCJS requirements.
