Every TAP employee shares in TAP’s responsibility to “Mobilize Community Resources” in support of TAP’s anti-poverty efforts.
DEFINITION AND PURPOSE :
Assist the Whole Family Supervisor in the planning and implementation of the Whole Family Component. Implements and follows all Head Start Performance Standards, Policies and Procedures in accordance with the Department of Health and Human Services, state licensing and TAP.
ORGANIZATIONAL RELATIONSHIPS :
Supervised by: Whole Family Advocate Supervisor
Supervises: No one
Coordinates with: Central Staff, Center Staff, Other Community Service Agencies, and TAP Whole Family Intake, Case Navigator and Workforce Staff
RESPONSIBILITIES :
• Recruitment and Eligibility
- Assists the Whole Family Advocate Supervisor and ERSEA component in targeting areas for recruitment, as needed.
- Organizes and presents community presentations, as needed.(with prior approval)
- Assists ERSEA component to schedule set-ups in area stores, bus stations, etc. for community events.
- Assists in maintaining full center enrollment at all times.
• Implementation and Monitoring
- Follows procedures for the use of Whole Family Services forms and reports.
- Monitors daily attendance data and percentages, monthly.
- Creates attendance plans, as needed.
- Maintains and reviews children’s records to assure compliance with Head Start performance standards and state licensing.
- Gives a monthly report on paperwork to the Whole Family Advocate Supervisor.
· Provides support services to families served
- Assists in securing the necessary services identified by enrolled families.
- Develops and implements a crisis intervention plan for identified families.
- Maintains a thorough knowledge of TAP internal services as well as external agency services.
- Identifies the need of the family and make appropriate TAP internal referrals and externally in the absence of applicable TAP services.
- Completes and follows up on all referrals made with families.
- Provides crisis intervention, follow-up services and ongoing support and case management services for the child and family.
- Provides parents/guardians/caregivers with education about abuse and/or trauma and its effects on children and families, including how to mitigate the effect and build resiliency.
• Child Abuse and Neglect
- Assists supervisor with a system of identifying and monitoring child abuse and neglect.
- Reports immediately to Child Protective Services suspected cases of abuse and/or neglect as they occur.
• Training and Technical Assistance
- Assesses and monitors parent trainings, and evaluates parents’ participation.
- Participates in MAT training and administrates medication if it is needed.
- Acts as a resource person and provides training in conjunction with supervisor.
• Policy Council Activities
- Assists Whole Family Advocate Supervisor with Policy Council responsibilities, performing only those duties as delegated by supervisor.
· Ensures all documentation are up-to-date in Child Plus
- Maintains accurate records under both the Family Services and Health TABS in Child Plus (i.e. Outcomes, Events/Contacts, Health requirements, FPA, PIR, etc.)
- Completes outcomes with parents in a timely manner as indicated.
- Completes PIR questions at the end (one month prior to child’s exit) of enrollment term.
- Attends Child Plus trainings and indicates to supervisor when assistance is needed to complete tasks.
· Maintains accurate and current files on all children on their caseload.
- Ensures that the intake packet is completed and accurate on all enrolled families.
- Maintains updated Family Partnership Agreement.
- Maintains updated Family Goal Sheet, if applicable.
- Maintains accurate enrollment, transfer, and withdrawal information.
· Ensures that all children’s health records are current and up-to-date.
- Completes health and nutrition forms upon enrollment and as needed.
- Maintains medication, allergies care plans, special diet, asthma plans, etc. up to date.
- Maintains current copies of children’s immunizations and physicals.
- Notifies parents of immunizations and physicals as they become due.
- Posts and updates allergy list in the centers as needed.
- Submits a copy of special dietary needs to Food Service Manager as needed.
• Head Start and Services Area Related Meetings
- Attends Whole Family component and staff meetings, monthly.
- Attends Child & Family Staffing, as scheduled.
- Attends Whole Family Advisory meetings, as scheduled.
- Attends in-service training, conferences, and workshops, upon request.
- Attends transition meetings.
- Attends ERSEA meetings, as scheduled
- Conducts home visits as needed.
• Community Resources and Networking with Community Programs
- Assists Whole Family Advocate Supervisor in the creation of the community resources book.
- Represents TAP Head Start in the community by participating on any Community Agency Advisory Committee.
- Acts as liaison with community programs partnering with Head Start.
• Performs other duties as assigned and required.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
• Working knowledge of community resources.
• Writing ability sufficient to prepare reports.
• Ability to conduct presentations/meetings with parents.
• Able to use the computer for communication and data entry.
• Able to exhibit appropriate professional interactions with staff, parents, and the community.
• Ability to communicate effectively and have strong customer service skills.
TRAINING, EDUCATION, AND EXPERIENCE:
• Bachelor in Social Work or related field or equivalent experience.
• At least three years of experience in working with families.
§ At TAP, we focus on the Whole Family Approach. Whole Family is a family led strategy to achieve set goals. As an employee you may be required to attend Whole Family training and subject to data entry into the agency’s software as part of the Whole Family approach and serving clients.
SPECIAL REQUIREMENTS:
§ The ability to be objective and non-judgmental.
§ The ability to interact with people from many different backgrounds.
• Valid Virginia Operator’s license and reliable transportation.
§ TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
• Provide driving records in order to be added to the company insurance.
• Willing to adjust work schedule as needed.
• Willing to work as bus monitors if needed.
• Must pass drug screening. Requires a positive complete background screening including: criminal, sex offender, and child protective services.
• Capable of completing certification in First Aid and CPR for infants and children.
• Capable of completing certification in Family Development credential.
• Must be able to interact with children.
• Physical activity of this position – climbing; ascending and descending ladders, stairs, scaffolding, ramps, poles, and the like; balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, use of fingers for – picking, pinching and typing; grasping, feeling, talking, hearing, repetitive motion of the wrists, hands, and/or fingers.
• Physical requirements of this position – medium work; exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds constantly to move objects.
• Visual acuity requirements – close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
