GENERAL DEFINITION
Perform highly responsible and integrated administrative functions in the office of the General Registrar. Assists the General Registrar with maintaining voter registration records including application of Virginia Election Law in determining qualification of voter registration applicants, data entry of applicant information, preparing and maintaining files and records, and assisting candidates and the general public; does related work as required; work is performed under general supervision. Responsible for adhering to Code Section 24.2 of the Virginia Election Laws. Position is appointed by Director of Elections.
ORGANIZATIONAL RELATIONSHIP
The Assistant Registrar II must perform the duties of the Registrar in their absence. Provides general support to the General Registrar in the completion of duties related to election administration. Work is performed with considerable independence subject only to general supervision by the General Registrar. Oversees and/or provides guidance/direction to the Assistant Registrar I in the absence or request of the Director of Elections.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Coordinating and assisting with voter registration and preparation for elections; preparing and maintaining records and files; (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)
• Supervises the accurate and timely entry of all voter registration applications, duplications, denials and changes into VERIS, the State Board of Elections database system and oversees the maintenance of all voter registration records and files;
• Registers voters, answers inquiries concerning voter registration, registration laws, prepares, updates and maintains current voter mailing lists;
• Maintains all files/records, processes new voter registration records; deletes voters for felony convictions and mental adjudications and sends cancellation letters to affected voters;
• Administer all phases of in-person and mail absentee balloting and security of ballots and assists voters with the absentee voting process;
• Compiles and enters election data into VERIS (candidates, offices, dates, poll locations, results, etc.)
• Compiles various administrative and statistical data; performs research and makes applicable calculations; analyzes data and prepares /generates reports; responds to surveys;
• Assists candidates with, verification of petitions, qualifications, filings and campaign contributions; log finance reports and ensure all deadlines are met for candidate compliance;
• Purge the registration rolls and prepare and send notification to affected voters;
• Help ensure departmental compliance with Federal and Virginia Election Laws and all other applicable codes, laws, rules, regulations, policies and procedures; initiates actions necessary to correct deviations or violations;
• Provides information and responds to inquires from State Board of Elections, Officers of Elections, candidates, press, voters and the public;
• Monitors inventory and orders office and election supplies;
• Serves as office receptionist and performs administrative support and related duties;
• Perform the duties of General Registrar as assigned or in the Registrar’s absence.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of Federal, State, local laws and regulations pertaining to citizenship, voter registration and elections; thorough knowledge of state election procedures and the maintenance and protection of voter registration lists and records; good knowledge of the geography of the County, location of the voting places and additional registration sites; thorough knowledge of office administration, management, and record keeping procedures; skill in establishing and maintaining effective working relationships with the public and state and county offices; ability to demonstrate voting equipment to the public and new election officials; ability to understand and follow complex oral and written directions; ability to maintain voter registration and election records and prepare reports from such records; ability to type, ability to participate in registration drives; ability to deal with public in a courteous and diplomatic manner; ability to utilize office software and email. This position requires comprehension of the legal consequences of erroneous approval or denial of voter registrations, ballot applications and voter/candidate inquiries. Confidentiality REQUIRED.
TRAINING, EDUCATION AND EXPERIENCE
Education equivalent to an Associate Degree - Graduation from high school including and/or supplemented with courses in typing; computer operation, business or a related field; and considerable responsible clerical experience. Some related election work preferred.
SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS
Must be a registered voter of the Commonwealth of Virginia. Must be available to work overtime including Saturdays and Sundays as election activities dictate. This position required early morning, evening and weekend work in 45 days prior to each election. Election day requires a shift of a 16+ hour work day. Must be very cognizant of the protection of confidentiality of voter records and security. All work must be completed in a non-partisan fashion.
PHYSICAL DEMANDS
This is sedentary work requiring the exertion of up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, standing, walking, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. Work is generally performed in an office environment. Vision Requirements: Minimum requirements set by the Division of Motor Vehicles.
