General Summary
The Senior Project Manager - Transportation in the Public Works Department o versees the success of projects of substantial cost, scope, and complexity to include, but not limited to: complex skilled and technical work in support of Feasibility, Programming, Design, Construction & Close-Out phases as they relate to the engineering, planning and construction of City-wide transportation projects federal, state and local funded transportation projects that involve multi-modal elements like bike facilities, new pedestrian access and safety features as well as vehicular capacity improvements).  Position works with VDOT’s LAP (Locally Administered Projects) program, manages VDOT’s SMART Scale/HSIP projects as well City funded transportation projects, and may manage consultant project managers which oversee the design consultants and contractors.
This position advises management on cost-planning, scheduling, control and productivity analysis, provides financial management oversight, reports on business results, and project impacts on equity. Advises management on work distribution and project rescheduling issues; facilitates internal processes and scoping meetings. Guides the work of a team of Project Managers. Primarily and most frequently the work done here is performed independently under the general direction of a Division Manager or Department Head.
The preferred hiring range for this position is between $85,000.00 - $106,000.00 Annually.
• One-time hiring bonus: $5,000 ( $2,500 to be paid out within the first two-weeks of employment and the remainder to be paid out after 6-months of employment).

Essential Responsibilities and Duties • Principle point-of-contact for assigned projects.
• Manages projects through all phases and activities throughout the life of projects which includes serving as team leader and facilitator; serves as the project team leader and facilitator for project meetings.
• Maintains a high level of customer service and communication with stakeholders and key City staff and officials involved with the projects;
• Proactively leads project stakeholders such as the design as the design team and contractor through internal and external bureaucratic requirements to ensure timely project completions.
• For construction-related projects, regularly attends and participates in meetings and presents projects to the Planning Commission and/or the City Council.
• For each project, ensures the development of a Project Plan which identifies and defines the scope and objectives of each project. The Project Plan considers stakeholder needs, defined budgets, City policy, compliance with laws, regulations, standards, or procedures and other requirements.  In doing so, the Senior Project Manager may be required to become familiar with stakeholder/customer work processes, equipment, and facilities.
• Develops or coordinates detailed project work schedules and project cost estimates.
• Coordinates the acquisition of easements and right-of-way agreement as required.
• Participates in the recommendation and selection of out-sourced consulting services required for projects which may include design professionals, right-of-way agents, technology specialists, acquisition of agreements, and others.
• Works in conjunction with other City department and subject-matter-experts, local jurisdictions, and utilities organizations to proactively navigate regulatory and statutory requirements that could negatively impact project budgets and schedules.
• Responsible for development and compilation of the project team including, but not limited to: design professionals, cost estimating professionals, inspectors, and expertise of other City divisions and departments;
• Ensures that meeting minutes are maintained throughout the project lifecycle to provide continuity and historical documentation.
• Plans and monitors project activities to mitigate risk.
• Maintains a high level of communication with stakeholders and staff; and, escalates issues, as appropriate, for senior management consideration.

• Reports ongoing project status to supervising manager
• Develops and manages Division/Department standards for data storage and management
• Performs other related duties as assigned.
Education, Experience and Skills Minimum Qualifications :
• Any combination of education and experience equivalent to a Bachelor's degree from an accredited four-year college or university in the field of architecture, architecture, engineering, construction management or a related field.
• Minimum of seven (7) years of comprehensive project management experience in full life-cycle transportation project management, including experience in directing and leading project teams.

Preferred Qualifications:
• Master's Degree in a related field preferred.
• Preference for seven (7) to ten (10) years of experience directing/managing a variety of complex and challenging project assignments of significantly large scale and considerable cost.
• Preference for familiarity with Virginia Department of Transportation (VDOT) projects, Professional Engineer (PE), and/or Project Manager Professional (PMP).
Skills : Requires a comprehensive, intensive practical knowledge of substantive project management principles, practices, methods, approaches, procedures, and a technical knowledge base of sufficient depth and breadth in a variety of complex and challenging project assignments of significantly large scale and considerable cost. Strong technical reading and writing skills including reading, comprehension, and development of construction documents such as drawings, specifications, and contracts. Strong skill in computer software (i.e., Microsoft Office, Microsoft Project, Adobe Acrobat, and other software pertinent to project management). Proficient in procurement of goods and services within the bounds of the Virginia Public Procurement Act, and, relevant City of Charlottesville ordinances. Proficient and experienced in planning, managing, and forecasting project budgets throughout the life of the projects. Knowledgeable of the respective industries and markets from which implementation of the projects will be performed (e.g. data storage and security, construction, etc.).  The Senior Project Manager shall have broad knowledge of its industry, regional market conditions, and service providers within its market region. Skilled at reading and evaluating project documents (e.g. construction documents and specifications), and correctly determining if the delivered project documents satisfy programmatic requirements of a project.
Physical Conditions & Additional Information Physical requirements for this position as outlined by the Department of Labor: LIGHT WORK: Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work.
The majority of time spent in this position involves inside work, however position may be exposed to extreme temperatures, extreme brightness, allergens, and/or exposure to conditions typical of active construction sites on a regular basis. The position also may require regular use of a ladder/step stool and driving a city vehicle. The noise level in the work environment is usually moderate.
This position may be required to work weekends, nights, holidays, emergency on-call and/or weather-emergency on-call. Position may be subject to emergency call and be able to be contracted by phone in case of emergency.
