General Definition of Work
Performs work providing housing to low-income families, maintaining a site waitlist, monitoring residential leases and units for compliance, collecting rent, participating in court processes, completing annual recertifications, inspecting units, participating in procurement practices, managing tenant accounts receivables, monitoring budgeted expenses, attending monthly meetings, monitoring property appearance, managing vacant unit turn-around, interacting daily with residents, assisting residents with rent relief application processes, acting as hiring manager, managing staff, administering annual staff performance reviews, conducting staff meetings, and other work as apparent or assigned.
This position reports to the Director of Housing.
Supervision is exercised over assigned work group.
PAY: $53,313.00 - 74,626.50 ANNUALLY
Essential Functions

· Manage application processing and wait Lists as per the RRHA ACOP AND 24 CFR 982.204
· Manage vacant unit turnaround and occupancy rate and ensures property is attaining the required occupancy as per HUD Public Housing Assessment System (PHAS)
· Manage move-ins, re-certifications, transfers, Move-outs, lease violations and terminations as per the RRHA ACOP
· Manage rent calculations, rent collections, utility statements, and repayment agreements as per the RRHA ACOP.
· Manage the tenant accounts receivables for the site and ensures that the site is operating within the standards established by HUD PHAS.
· Manage site appearance, work order system, inspections, utility consumption and criminal activity as per the RRHA ACOP
· Conduct site based meetings
· Attend management meetings
· Engage Resident Council in the operations of the site
· Partner with Resident Services in RRHA’s mission of self-sufficiency
· Prepare annual budgets, including staffing, administrative expenses, tenant services expenses, utilities, maintenance, and other miscellaneous expenses
· Monitor expenses accordingly
· Act as Contract Administrator in the procurement of all materials, services, and construction performed for the site via the Asset Management Project (AMP) operations budget
· Adheres to RRHA, State of Virginia, and HUD Procurement policies.
· Partner with Capital Improvements on the planning and implementation of all capital improvement projects as mandated by HUD regulations and policy.
· Manage the performance of direct staff, including administrative and maintenance
· Coach, counsel and/or direct staff as needed
· Progressively develop direct staff for enhanced performance and career development
· Prepare interim and annual performance evaluations on schedule
· Act as Hiring Manager on all recruitment, interviewing and selection of direct staff
· Serve on interview panels for other sites or department as needed
· Perform semi-annual property inspections and ensures that quarterly safety inspections are completed on schedule
· Oversee all areas of maintenance operations, including routine, preventive, and emergency maintenance needs
· Prepares for annual REAC inspections and insures the site attains a satisfactory score as per HUD PHAS
· Adhere to the ethical standards established by the RRHA Ethics and Standards of Conduct policy
· Comply with the RRHA ACOP and 24 CFR § 960, report and investigate all insurance claims; ensure safety compliance by all staff; on-call 24 hours; assist with security by partnering with Roanoke City Police regarding specific problems as needed; participate in informal settlements, hearings and appeals as needed
· Schedule and complete customer surveys in order to identify resident needs; assess quality of services, etc.; adhere to RRHA retention schedule; update the Visual Homes Compliance database/software; and conducts file reviews with Compliance Specialist in preparation for audits, attends all audits and works cooperatively with all auditors
Minimum Qualifications
Bachelor's Degree and minimum three (3) years of property management experience and related public contact; or any equivalent affordable housing experience in combination with supervisory experience with multiple direct reports.
Preferred Qualifications
Master’s degree and considerable years of experience in a supervisory role in property management, specifically of a municipality or housing authority.
Special Qualifications
Obtain certification as a Public Housing Specialist (PHS) or equivalent, in no more than two attempts within one (1) year of employment. Obtain certification as a Public Housing Manager (PHM) or equivalent, in no more than two attempts within two (2) years of employment. Successfully pass the Uniform Physical Condition Standards (UPCS) certification, in no more than two attempts, within twelve (12) months of employment. Successfully pass the Low-Income Housing Tax Credit Compliance (TaCCs) certification, in no more than two attempts, within twelve (12) months of assignment to manage a tax credit property. Successfully pass Fair Housing Training within 90 days of hire, with annual updates as needed/provided.
Valid state identification or driver’s license in the Commonwealth of Virginia.
