Every TAP employee shares in TAP’s responsibility to “Mobilize Community Resources” in support of
TAP’s anti-poverty efforts.
DEFINITION AND PURPOSE :
This position will work with project partners, including the TAP DVS (Domestic Violence Services) staff, who will assist with the project activities insofar as the terms of their current grant allows. However, the majority of housing-specific activities will be conducted by the Housing Advocate to coordinate housing for victims of domestic violence, sexual violence, stalking and harassment. The Housing Advocate will work with clients who need safe and appropriate housing while providing case management and working within the OVW (Office on Violence Against Women) federal guidelines.
ORGANIZATIONAL RELATIONSHIPS :
Supervised by: Director of Housing & Human Services
Supervises: None
Coordinates with:Other TAP staff, Community Housing Resource Center, Local Shelters, Local Police Departments, Local Victim Programs, Local Landlords, Community Civic Groups, Probation and Parole, Workforce Development Board, Colleges, Court Service Units, Family Service of Roanoke Valley, and others
RESPONSIBILITIES :
• Facilitates access to transitional and/or permanent housing for victims of domestic and sexual violence and stalking, human trafficking and other forms of community violence.
• Provide transportation to clients for housing resources.
• Develops and maintains relationships with other community and county housing and shelter providers, to include private landlords.
• Maintains a list of housing options and other housing related information.
• Develops and presents training to clients and staff ( both county and community) on housing related issues, such as landlord-tenant rights and responsibilities, housing discrimination, effective communication with landlords, and any current law changes surrounding housing related issues for victims of domestic violence, sexual violence, and stalking.
• Serves as client advocate on economic and self–sufficiency related issues.
• Develops and presents information on self-sufficiency issues such as budgeting, credit scores, lease signing, resume writing, conducting a job search, and interviewing skills. Presents basic life skills training individually or as part of a support group curriculum.
• Develops and maintains relationships with county and community based service providers to enhance partnerships and advocacy for clients.
• Represents TAP DVS in the coordinated community response to domestic violence, sexual violence, stalking, and human trafficking by participating in various committees, workgroups, and outreach opportunities.
• Enhances partnerships with community and county agencies by responding to training requests and attending joint meetings to improve services to victims/survivors.
• Maintains all records and statistics pertinent to the position. Updates client information in the on-line client database and maintains all statistics and data relating to providing services, including hotline services. Collects data and reports periodically on goals and measures around Advocacy team services.
• As part of the TAP DVS team, takes responsibility, on an “as needed basis”, for coverage of the program 24-hour domestic and sexual violence hotline as well as rotational on-call for emergency response and hospital accompaniment. Participates in all team meetings as required. Participates in the training of volunteers, interns and new staff as requested. Other duties as needed as related to the program goals and tasks.
Reviews applications or other program documents independently or in conjunction with supervisor to determine acceptance or make decisions pertaining to program.
• Perform intake services for clients seeking assistance; orient clients to and assist with a core set of self-service resources; perform initial client screening including suitability and eligibility; provide program information.
• Provide wrap around case management services to any client who receives services, follow-up on referrals in order to assess outcomes and provide additional services as required.
• Provide client advocacy services to assist clients in receiving needed services and to develop additional resources for self-sufficiency.
• Any other duties as assigned by the Director.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of employer’s policy and procedures preferred.
• Working knowledge of state employment regulations and human resource policies preferred.
• Experience with victims, courts and housing procedures
• Must be computer literate.
• Knowledge of Microsoft Office required.
• Knowledge of computer data entry required.
• Excellent organizational skills and leadership ability.
• Excellent written and oral communication skills a must.
• Ability to communicate with various racial and economic backgrounds.
• Ability to work independently.
• Demonstrated ability to instruct adults in job seeking and retention skills, including resume writing and conflict resolution as well as budgeting and self-sufficiency
TRAINING, EDUCATION AND EXPERIENCE:
• Graduation from a four-year college or have related, equivalent experience preferred.
• Experience with human services or victim services programs preferred.
• Training and experience in housing programs or services preferred.
• Training and experience in facilitating workshops/groups preferred.
• Experience working with community volunteers preferred.
• Experience with victim advocacy and special populations preferred.
• Experience with case management preferred.

SPECIAL REQUIREMENTS:
• Must communicate orally and in writing with others.
• Working hours will be determined with supervisor. Evening and weekend hours may sometimes be necessary to meet program needs.
• Reliable transportation and a valid Virginia Operator’s license with a good driving record for insurance purposes and use of company vehicle(s).
• TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
• Able and willing to travel extensively (as needed).
• Must pass drug screening. Some positions require positive complete background screening including: criminal, sex offender and child protective services.
