As an Owner Controlled Insurance Program (OCIP) Safety Specialist you will provide guidance and advice on safety-related matters, including safety training and compliance, to the Airports Authority and eligible parties to control the risk of loss.
OCIP Safety Specialist Term
This is a non-career, term job.
Serves in the Risk Management Department of the Office of Human Resources and Administrative Services at the Headquarters Office or at Washington Dulles International Airport.
Provides safety management policy and technical guidance to Office of Engineering, Risk Management employees and contractors. Responsible for monitoring OCIP contractor enrollments, conducting job site inspections, incident, and accident investigations; ensuring all OCIP eligible contractors and their respective subcontractors working on Airports property have completed the OCIP enrollment process and have been approved to work on Airport property by the OCIP Administrator; assist in the enforcement OCIP Manual and Airports Authority Construction Safety Manual. Performs related functions.
GENERAL RESPONSIBILITIES
Provides technical guidance as the Airports Authority's principal OCIP safety advisor.
Serves as the primary point of contact for aviation OCIP insurance claims.
Researches, interprets, and enforces safety, occupational health, and fire protection regulations.
Prepares comprehensive safety reports.
Reviews and gives recommendations on safety plans, engineering plans, design plans at 30%, 60%, 90% and 100%.
Conducts and coordinates inspections of facilities, construction sites, and property owned or operated by the Airports Authority to observe and report on conformance with safety regulations, directives, and guidelines.
Provides safety awareness training and safety guidance and schedules and conducts OCIP Risk Control classes.
Conducts and coordinates investigations of construction accidents or incidents; summarizes and reports findings to the Risk Management Department and insurers as needed with recommendations for mitigation or to correct deficiencies.
Recommends actions to reduce and mitigate risks and to avoid future accidents and insurance claims. Prepares written reports and recommendations for risk management.
Reports results of safety inspections. Recommends corrective actions and preventive measures to address unsafe practices and conditions, and monitors correction of deficiencies through follow-up visits.
Monitors and evaluates contractor safety practices to ensure work conforms to contract documents, industry standards, and practices.
Participates in regulatory inspections and insurance audits on Airport Authority construction sites.
Participate in safety candidate interviews for contractor's safety representative positions to ensure compliance with the Airports Authority's construction safety manual requirements.
Attends construction progress, incident review, preconstruction, and preproposal meetings and enter 4GL incident reports into Origami Risk Software,
Performs other duties as assigned.
QUALIFICATIONS
Five years of experience working as a safety consultant or safety representative in the construction industry on CCIP or OCIP program projects and a bachelor's degree in engineering, Occupational Safety, Industrial Engineering, or related field preferred. An equivalent combination of education and experience may be considered.
Knowledge of and ability to apply Federal, state, and local regulations and industry standards and guides, to maintenance of traffic (MOT) activities.
Knowledge of the concepts, principles, and practices of "safety engineering" and safety management and ability to evaluate safety engineering and construction safety policies and procedures for large scale projects and to monitor and enforce compliance.
Knowledge of and ability to apply safety incident analysis and hazard identification, analysis, and control techniques to improve construction safety and reduce risk of accidents and insurance claims.
Ability to investigate and report on safety violations and accidents.
Ability to speak and write effectively.
Skill in using a computer and modern office suite software, with emphasis on safety management software.
PREFERRED QUALIFICATIONS
Certification as a Certified Safety Professional (CSP) from the Board of Certified Safety Professionals, or a Certified Safety Management Certificate or equivalent.
Experience in aviation industry safety compliance programs.
Experience in maintenance of traffic (MOT) activities. (VDOT preferred) (VDOT Intermediate Traffic Control Certificate must be achieved during probationary period).
CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.
Construction Health and Safety Technician (CHST) certification from the Board of Certified Safety Professionals (BCSP) within six months of hire, promotion, or placement in the job.
Completion of Virginia Department of Transportation (VDOT) Intermediate Work Zone Supervisor training and certification within 30 days of hire, promotion, or placement in the job.
NECESSARY SPECIAL FACTORS
May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
A background security investigation will be required for all new hires.
