Purpose & Job Related Requirements
REPORTS TO: Fleet Management Administrator
FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System – Requires satisfactory completion of a six-month probationary period
PAY GRADE: 115
SAFETY SENSITIVE: Yes – Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance
Purpose of Job
The purpose of this job is to oversee and assist in the operations of the Fleet Management administrative office, purchasing, inventory, records, and automated fuel system. Duties and responsibilities include, but are not limited to, supervising assigned staff, assigning work, requisitioning parts, maintaining parts inventory, procuring vehicles/equipment, maintaining Fleet Automated Maintenance system and Fleet Management's automated fueling system, preparing reports, tracking data, and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday - Friday, 8:00 a.m. - 5:00 p.m.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
High school diploma or equivalent with three years of experience in parts, equipment, and other supply management, preferably involving automotive fleet resources; or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
One year of supervisory experience required.
Must possess a valid driver's license.
Associates Degree preferred.
Must be able to obtain security training for the supervision of inmate workers as set forth by the Georgia Department of Corrections Standard Operating Procedures within six months of hire.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff; handles employee concerns; directs work assignments; counsels employees; recommends disciplining when necessary; and completes employee performance appraisals.
Provides optimum customer service in a pleasant and efficient manner.
Provides oversight as needed of monthly customer billing, purchasing cards and the operation and maintenance of the Fleet Automated Maintenance and Fueling systems.
Assists Fleet Management Administrator and Shop Foreman as needed.
Maintains a perpetual parts, fuel, and pool vehicle inventory on the Fleet Management computer system; performs quarterly physical inventories and a complete annual physical inventory based on internal auditors' guidelines.
Contacts vendors and suppliers to ensure the best quality and prices on parts and supplies; reviews parts received to ensure supplies delivered match quality and price ordered.
Approves requisitions and purchase orders; oversees and assists in requisitioning part and supplies for maintenance and replacement areas.
Oversees and assists in preparing monthly reports for user departments and divisions
Oversees and assists in preparing monthly reports and annual budget reports for the Finance Department.
Communicates with departments and divisions by phone and radio concerning vehicle and/or work order maintenance status.
Oversees the work of inmates; transports inmates to and from correctional institution, as required.
Serves as the fixed asset coordinator for Central Services; maintains fixed asset inventory for Fleet Management.
Assists Shop Foreman and Administrative Assistant II in tracking, preparation, and posting of the surplus/dead-lined vehicles and equipment.
Assists in opening/closing work orders; maintains parts sheets for all work orders and ensures that parts used are recorded accurately.
Requisitions parts and fuel for Unified Government vehicles.
Picks up parts at vendors location as necessary; meets vendors at fuel site for fuel delivery.
Assists with environmental compliance reporting and inspections.
Maintains maintenance and service history on each vehicles and equipment.
Answers telephone and communicates via two-way radio for the Fleet Management Division.
Manages the used tire disposal operation; re-orders tire recycling cage as needed.
Keep Parts/Tire area both clean and secure.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the county and the operations and functions of the Central Services Department.
Knowledge of management, human resource management/personnel, and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knows how to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities.
Knowledgeable and proficient with computers.
Knowledgeable of government purchasing procedures and skilled in maintaining computerized equipment inventory.
Knowledge of FleetFocus, Fuel Master Systems, Colibri and various fuel site monitoring systems and computer software preferred, and as required in the performance of duties.
Ability to administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the county as they relate to the Central Services Department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to utilize good organizational, management, human relations, and technical skills.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information
Has the mathematical ability to handle required calculations.
Ability to read, understand and interpret personnel and financial reports and related materials.
