Position Summary Performs difficult skilled and semiskilled work related to the maintenance of the City's streets, drainage facilities, general right-of-way green areas and select municipal parks, and the Moore’s Creek Dam. Work is performed under the regular supervision of the Public Works Right-of-Way Maintenance Supervisor. Incumbent assists with daily crew supervisory duties, as directed, and is solely responsible for these duties in the absence of the Right-of-Way Maintenance Supervisor. Essential Job Tasks and Responsibilities The following duties and responsibilities are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. The services of Public Works are vital to the daily operation of the City of Lexington. During manpower shortages or emergencies, all Public Works employees may be assigned tasks beyond the scope of their daily responsibilities. This position performs work pertaining to the care and maintenance of the City’s streets, drainage facilities, general right-of-way green areas, select municipal parks, and the Moore’s Creek Dam. This position additionally assists with the supervision of the Public Works Right-of-Way Maintenance Crew. In general, this position; · Assists with street repair operations to include establishing proper traffic control in conformance with current Virginia Work Area Protection Manual guidelines, pavement saw cutting and demolition, repair area excavation, stone base installation and compaction, and hot mix/cold mix asphalt installation and compaction. · Assists with the layout and installation of a variety of pavement marking materials. · Assists with the cleaning of drainage inlets, pipes and culverts. · Assists with the mowing and trimming of various right-of-way green areas and the mowing, trimming, fertilizing, watering, seeding, spraying and mulching of select municipal parks or athletic fields. · Assists with the maintenance of the City’s Moore’s Creek Dam to include dam inspections, spillway debris clearing, wet intake valve exercising and repairs, embankment mowing and trimming, and entrance road maintenance. · Assists with the City’s annual leaf collection schedule. · Capable of operating, and training staff to operate, a variety of large and small construction and turf maintenance pieces of equipment, to include, weed eaters, mowers, sprayers, dump trucks, rollers, backhoes, excavators and others. · Establishes general maintenance schedules, keeps cost records, orders supplies and prepares reports. · Assists with snow and ice removal. · Instils a positive work ethic and team mindset within the crew. · Performs related tasks as required. Knowledge, Skills and Abilities Thorough knowledge of the practices, procedures, and equipment pertaining to the maintenance of municipal right-of-way areas to include turf areas, drainage infrastructure, pavements, and other facilities; thorough knowledge of the occupational hazards and safety precautions associated with this type of work; ability to plan and supervise the work of subordinates; ability to prepare reports, drawings, and sketches; ability to communicate effectively orally and in writing; ability to diplomatically interface with the general public; ability to establish and foster effective working relationships with coworkers, supervisors, and officials. This position requires basi computer skills. Education and Experience Any combination of education and experience equivalent to graduation from high school and considerable experience in right-of-way and grounds maintenance, including some experience in a supervisory capacity. Special Requirements Possession of a Commercial Driver's License (Class B) valid in the Commonwealth of Virginia and be insurable through the city’s insurance carrier. Must possess both a Virginia Fertilizer Applicator Certificate and a Commercial Applicator Pesticide (Herbicide) Certificate. Must consent to and successfully complete pre-employment national Background Screening, Drug Testing, and Virginia Department of Motor Vehicles Driving Record check as a condition of employment. Working Conditions This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, lifting, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, night vision, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
