General Description Provides planning and coordination of the District’s Fire training, education, personnel and safety development programs. Responds to Emergency Incidents as a Safety Officer and/or as assigned by the Incident Commander. Must be able to function within any position assigned, including combat Fire Officer. Work is performed under the direction of the Deputy Fire Chief of Operations.

Essential Job Functions • Responsible for developing and implementing all departmental fire training activities to meet annual certification requirements, ISO required training, Tech Rescue training, and other Fire training as identified.
• Responsible for developing and implementing all live fire training activities in accordance with the relevant NFPA and State of Florida standards for live fire training for personnel and required and relevant record keeping of the training site and associated props and building(s).
• Manages the Firefighter Apprenticeship program. This person is the direct liaison to the Florida Department of Education, including but not limited to module updates, program administration, and testing oversight.
• Confers with Chief, command staff, officers, and certified personnel to determine training need and establishes training courses and coordinates education and training with technical and community educational institutions.
• Responsible for the recruitment and hiring of new positions. Possesses the authority to recommend and/or deny promotion of subordinates.
• Responsible for transfer of personnel between shifts and stations to meet training/precepting needs, resolve conflict, and/or enrich learning environments.
• Responsible to evaluate subordinates in programmatic areas and discipline subordinates orally or in writing.
• Resolve employee grievances related to training or advance them per policy.
• Coordinates training schedules and administrative functions with the Technical Rescue Team Leader who manages the City’s Technical Rescue Team training and deployment readiness requirements.
• Compiles data and analyzes past and current year training requirements.  Prepares budget, justifying funds requested.  Maintains records and prepares monthly, quarterly, and annual statistical reports to evaluate efficiency, performance, and progress of personnel.
• Screens, tests, counsels, and recommends employees for participation in internal or external educational, training and safety programs, job advancement and promotion.
• Performs Fire Station and Apparatus inspections and reports safety findings.
• Serves as the District’s Chair for the Apprentice Training Committee and as an alternate (in the absence of the EMS Captain) on the City’s Safety and Training Committee.
• Will develop and administer confidential promotional testing for Station Officers, Engineer Candidates, and Journey worker candidates.
• Reviews and coordinates accident investigations, worker’s compensation claims, etc., with the City’s Risk Management Coordinator.
• Responds to major emergencies serving as a safety officer, or as assigned.  Continually evaluates on scene EMS/Fire performance to identify training needs and will fill any needed positions in the ICS system as incidents expand.
• Assists special projects and develops goals, objectives, and evaluations from inception to completion.
• Assigned as the signature authority for the Apprenticeship Program Labor Management Committee.
• Identifies fire and emergency services risk areas within City.

Knowledge/Skills/Abilities:
• Ability to read, analyze and interpret in English, general business periodicals, professional journals, technical procedures, or governmental regulations.

• Ability to function as a Firefighter or assume the duties of a Line Officer when needed.
• Skilled in word processing, spreadsheet-type programs, and multimedia presentation programs.
• Strong networking capacity with the ability to work congenially with persons of varied education/academic levels.
• Ability to work independently with little oversight.
• Ability to evaluate current training programs and to organize and plan new and/or updated programs necessary to keep us current with fire service trends and technology changes.  This position requires strong organizational and planning skills to meet current and future needs.
Education, Experience, Licenses and Certifications Education and Experience:
• Associate or bachelor’s degree preferred, or completion of a minimum of 60 credit hours of college/university level courses (27 hours of general education courses).
• Advanced writing, communication and presentation skills.
• Seven (7) years fire rescue experience or five (5) years in fire rescue and two (2) years of training, education or like experience with at least one year as a company/station officer.
• Previous Training Officer experience preferred.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
• Florida Driver’s License
• State of Florida Certification as Firefighter
• State of Florida Certification as Fire Officer I (Minimum)
• State of Florida Certification as Fire Instructor I (Minimum)
• State of Florida Live Fire Training Instructor 1 (LFTI 1), LFTI 2 Preferred- required to obtain.
• State of Florida Incident Safety Officer.
• ICS 100, 200, 300, NIMS IS-700 and 800 Training (Certificates or thirty (30) day ability to obtain)
• State of Florida Emergency Medical Technician License or Paramedic, and current CPR/BLS certification.
• Desired: Subject Matter Expert & Instructor for Technical Rescue disciplines recognized by the Florida Association of Search and Rescue Working Group (currently Rope Rescue, Vehicle and Machinery Rescue, Confined Space Rescue, Trench Rescue, and Structural Collapse Rescue).
