Description The City of Roanoke is seeking a FOIA Clerk to work out of the City Attorney’s Office.  The position will review and prepare records for Freedom of Information Act and subpoena requests while maintaining in compliance with FOIA requirements. The successful applicant will process, route, and track FOIA requests and subpoenas within the time restrictions set for each request.  The successful candidate will establish and maintain files, records, accounts, or charts for areas of responsibility; interact with other departments, customers, and the public by telephone, email, in person, or fax.  They will also provide information, direct individuals to appropriate personnel, take and relay messages; record statistical information, compiling reports, performing specialized studies, coordinating with other agencies or the public, and maintaining logs and forms; identify, propose, and/or make discretionary releases of requested public records and provides rationale when recommending denial or partial denial. Additional job responsibilities include but are not limited to interacting with various City departments in coordinating responses to FOIA and other public records requests, assessing appropriate fees associated with the production of public records in response to FOIA requests; and providing direction for operations and training, as needed, to ensure City-Wide compliance with all FOIA policies, plans and procedures. The successful candidate will also serve as administrative assistant to one or more attorneys in the City Attorney’s Office in helping to draft legal documents, deeds and assist in coordinating litigation for their assigned attorney(s) and the City.  Work is performed under the general supervision of the City Attorney and more specifically under the supervision of their assigned attorney(s).   Work is performed under minimal direction with initiative, discretion, and independent judgment required.

Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned.
Controls, coordinates and monitors a work control system
Researches and analyzes information to identify trends, draws conclusions, make recommendations
Prepares monthly reports detailing material and personnel usage and departmental cost accounting data
Develops financial reports and data analysis
Analyzes budget and develops recommendations for department
Interprets, monitors and analyzes information regarding operating policies and procedures
Recommends improvements to existing and proposed administrative policies, practices and techniques
Conducts field observations to ascertain the level of service rendered by various City agencies
Channels citizen complaints and requests for service to appropriate service agencies and performs necessary follow-up
Resolves problems that have a significant impact on the overall goals of the department
May serve as liaison with the public, State, Federal, private organizations, boards and commissions
Performs payroll time entry and completes personnel transactions for department
Prepares technical and non-technical correspondence and/or presentation materials
Maintains office calendars including court appearances, meetings, etc.
May assist with grant writing and researches grant opportunities
SUPERVISORY RESPONSIBILITIES
May supervise an assigned staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Typical Qualifications EDUCATION & EXPERIENCE:
HS DIPLOMA OR GED with a COMBINATION OF EXPERIENCE, Graduation from a college or university with an Associate’s or Bachelor’s Degree is preferred. 3 year’s experience in processing FOIA request and/or other public record requests/records management is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to maintain confidential and sensitive information and evidence. Ability to work independently and in a team environment. Excellent organizational skills with the ability to multi-task with frequent interruption while remaining organized and accurate. Knowledge of and experience with the Virginia Freedom of Information Act (FOIA) Computer skills that include proficiency in standard word processing software and customized software. For example, Microsoft Word, Excel, Outlook Experience utilizing a case tracking system.

Work is generally performed in an office environment. Typically, the employee may sit to do the work. However, there may be some walking, standing, stooping, carrying of light items such as papers, books, or small parts.
