As a Payroll & Benefits Manager you will be responsible for managing the organization’s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. The position also is responsible for planning and performing the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, life insurance, flexible spending plan, retirement plans, etc.). This working manager position requires a high level of Microsoft Excel and analytical skills to perform administrative and compliance tasks
What You Will Be Doing
• Implementing, maintaining, and reviewing payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Act as a back-up for payroll processing.
• Ensures compliance with federal, state, and local payroll tax, wage and hour laws and best practices.
• Identify and recommend updates to payroll processing software, systems, and procedures.
• Work with prevailing wage or laws and files reports
• Recommend and implement new benefits programs and oversight/maintenance of employee benefits files, group benefits database and employee payroll records.
• Coordinate daily benefits processing, handle enrollments, status changes, leaves, COBRA, QDROs, QMCSOs, distributions, loans and compliance testing.
• Manage all aspects of ESOP and 401k retirement plans, including plan administration, compliance and maintaining an accurate census consistent with plan requirements.
• Serve as the primary contact for plan vendors and third-party administrators.
• Document and maintain administrative procedures for assigned benefits processes.
• Survey industry trends, complete benefits surveys and review information obtained from the results. Forecast trends and assist with future benefits designs.
• Leads, mentors, train and task oversight of benefit and payroll administrators.
• Facilitates audits and compliance reporting by providing records and documentation to requesting entities.
• Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
What We Are Looking For
• Bachelor's degree in business or payroll/human resource management or related field, and five+ years of related payroll, benefits or employee benefits administration experience.
• High level of proficiency in Microsoft Excel, including ability to work extensively with external data tables and pivot tables.
• Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes on a multi-state level.
• Extensive knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, COBRA, and Social Security and DOL requirements.
• Experience with and knowledge with benefit administration including vendor analysis, contract language and contract negotiation.
