This 3-year position exists to provide Fisheries operational program support and leadership in the evaluation, development, design, acquisition, and implementation of new or existing statewide shorefishing enhancement opportunities.
Responsibilities include:
• Develop, evaluate, monitor, and provide technical assistance to the fisheries and an agency-led shorefishing program so that acquisition, investments, and implementation of new or existing statewide shorfishing opportunities are established.
• Coordinate shorefishing development and modernization with other statewide units of government and/or organizations to ensure partnership efficiency and commitment to maintenance on multi-benefit bank angling access outcomes for the public.
• Coordinate updating our interactive shorefishing website so that anglers can find shorefishing locations and use them.
• Disseminate information to the public and participate in outreach events to ensure constituents are well informed on current fisheries programs, issues, and recreational shorefishing opportunities while broadening professional competence.
Primary work location for this position will be out of New Ulm MN but a secondary location may also be considered at another centrally located DNR office. This position will travel around the state for 50% of the time during the year.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location or field sites on a regular basis for fieldwork, training, and meetings.
Minimum Qualifications
Bachelor's degree in fisheries, natural resources, conservation biology, ecology, biology, civil engineering, or closely related field.
Three (3) years of experience leading fisheries or recreation management programs or aquatic habitat projects including the responsibility for coordination of the strategic planning, acquisition, project design, implementation, and evaluation of fisheries, recreation, or aquatic management programs of statewide scope.
Ability to develop and implement policies, procedures, and formal work agreements necessary for program administration and project execution.
Human relations skills sufficient to organize, coordinate, and achieve cooperation with the public, peers, and staff.
Ability to direct and motivate colleagues and teams; plan, manage, and implement projects and programs with tight deadlines.
Ability to effectively communicate with others, using appropriate style as necessary to resolve problems and further program objectives when not all staff or stakeholders are supportive.
Communication skills to effectively communicate complex information in varied settings to a wide variety of audiences including the public, colleagues, contract vendors, and superiors.
Ability to work with others to achieve a common objective, including conflict resolution skills.
Database management skills sufficient to manipulate, analyze, and develop databases.
Preferred Qualifications
Experience developing and implementing budgets and operational plans that are mulifaceted.
Experience drafting joint powers agreements (JPAs) and interpreting legal land and aquatic descriptions.
Advanced computer skills (i.e. GIS / ArcView) to analyze geo-referenced land data and create scalable construction projects with ArcGIS or AutoCAD software.
Additional Requirements
This position requires an unrestricted Class D Driver's License with a clear driving record.
