POSITION PURPOSE
The Safety and Security Program Manager is responsible for leading, directing and overseeing the implementation and ongoing improvement of the Security, Emergency Management, Safety and Environmental Health programs to ensure a safe and secure working and learning environment for South Central College campus communities. Responsible to ensure the health and safety of employees, students, guests, and contractors; to minimize worker’s compensation risk; and to maintain compliance with Federal, State and Local regulations, to have effective collaboration with local public safety agencies and first responders, ensure compliance with the Clery Act, and compliance with all applicable local, state, and federal environmental health and occupational safety and security regulations. This position will support the diversity goals of the college and will serve both campuses.
Principle Responsibilities And Results
• Direct College Safety Programs.
• Assess workplace occupational health and safety and environmental health hazards and conduct regular inspections. Rectify potential hazards to verify and ensure that the campus is in compliance with local, state and federal standards and regulations.
• Coordinate, assign and evaluate new hire, annual, and refresher campus specific safety training to ensure compliance with federal, state, and local regulations.
• Develop, write and implement campus specific, all-hazards emergency management, occupational safety and environmental health and hazardous waste programs, plans, policies and procedures to ensure compliance with federal, state, and local regulations and MnSCU policies.
• Investigate incidents, spills, injuries, accidents, mishaps, and near-miss events; identify root cause(s); implement corrective actions; and evaluate to ensure such situations are prevented from reoccurring. Provide consultation for campus management and leadership prior to, during and after incidents, crisis, emergencies, or events ensuring recovery of critical operations as quickly as possible and restoration to a safe and secure environment.
• Chair the college’s Safety Committee, responsible for aiding and advising management and employees on safety and health issues; developing, reviewing, and revising programs/policies; and reviewing incidence reports for trends and recommending corrective actions
• Direct College Security and Emergency Management Programs.
• Direct and supervise all campus public safety and prevention initiatives for the purposes of promoting campus crime prevention awareness in compliance with legislative requirements. Respond to and report emergency calls or situations, so that immediate action is taken to minimize the emergency. Serve as contact person and liaison for the college’s administration and local law enforcement personnel for allegations of criminal activity.
• Oversee investigations of public safety related activity taking place on campus (initial and follow-up). Coordinate investigations with student affairs, local, state and federal law enforcement agencies. Prepare annual reports indicating crime-related activity and suggest prevention strategies as directed.
• Ensure compliance with legislation regarding security operations, including the Jeanne Clery Act, Campus Crime Security Act, Campus SAVE Act, Federal Drug-Free Schools Act, Omnibus Anti-Crime Act, etc.
• Develop, administer, and maintain the South Central College Emergency Operations Plan, Continuity of Operations Plan and related Annexes/Appendices as well as any other required plans. Serve as the Incident Response Coordinator for all disasters requiring enactment of these plans. Annually review existing plans and modify as required based on updated State guidelines and changes in facilities and staffing.
• Develop and conduct training, drills and exercises in crime prevention, campus security authority, emergency procedures and emergency operations to ensure employees are able to prevent, mitigate and/or recover from emergencies, crises or disaster as quickly as possible and to ensure that the campus follows federal requirements.
• Assess campus security, special event and emergency management hazards, vulnerabilities and/or risks and recommend strategies and actions to prevent and/or mitigate the impact of these events on the campus community and resume day-to-day functions as quickly as possible.
• Oversee and manage South Central College parking program and enforcement.
• Reporting of General Liability, Medical Professional Liability, Student Malpractice, Auto Insurance, and other operational liability to State Risk Management or Minnesota State. Follow-up with the renewal documents, collect supplemental information. Contact State and System office for clarification and interpretation. Apply risk management principles to identify, assess, and control risk. Maintain appropriate records for college vehicles, including required CDL reporting and travel/transportation records for reporting.
• Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Minimum Qualifications
• Bachelor’s degree in Environmental Health, Safety, Industrial Hygiene, Basic or Applied Science, Environmental Science, Safety Risk Management, Safety Management, Occupation Safety and Health, Criminal Justice, Emergency Management or related field.
• 12 months of professional experience in one or more related areas.
• In lieu of a degree, a minimum of five years of professional experience in one or more related areas.
• Knowledge of occupational health and safety and environmental health regulations (e.g., applicable OSHA, MNOSHA, EPA, MPCA regulations and/or NFPA standards and State of Minnesota State Fire and area building codes).
• Ability to review and evaluate work environments, identify/recognize potential environmental health hazards, and evaluate and apply corrective measures.
• Must clear a driving and background check.
• Must have a valid driver’s license.
Preferred Qualifications
• Master’s degree in Safety, Industrial Hygiene, Environmental Health, Basic or Applied Science, Environmental Science, Criminal Justice, Emergency Management, or related field.
• First Aid, CPR and AED (Automated External Defibrillator) Certifications
• Four (4) years of experience in conducting safety audits, hazardous waste audits, program maintenance, occupational safety, environmental health and/ or hazardous waste compliance training.
• Professional certification in one or more of the following: Associate Safety Professional (ASP), Certified Hazardous Materials Management (CHMM), Certified Protection Professional (CPP), Certified Emergency Manager (CEM), Minnesota Certified Emergency Manager, Crime Prevention Through Environmental Design (CPTED), First Responder.
• Advanced Incident Command System training and related Homeland Security and FEMA course work.
• Knowledge of standard police practices including rules of evidence, investigation techniques and procedures, citizen’s arrest power, loss prevention techniques, intrusion alarms, detection, surveillance systems and networking, radio and communications equipment and fire alarms.
• Written and oral communications skills sufficient to interview witnesses, victims, suspects, and defuse conflicts and violent situations.
• Knowledge of Data Privacy Act and Family Educational Rights and Privacy Act (FERPA).
• Ability to deal with diverse populations responding with sensitivity to their needs and concerns.
• Completed certification in ICS (Incident Command System) 800, 700, 100 and 200 Incident Command courses
• Knowledge of risk management, business operations continuity planning, homeland security, emergency management or related area.
• Knowledge of FEMA, Clery Act, and Homeland Security requirements sufficient to administer security and emergency management responsibilities.
• Experience conducting inspections, determine compliance with and enforce adherence to laws and regulations governing occupational and environmental health and safety.
• Oral and written communication skills sufficient to develop and present conduct training on environmental health and safety issues/policy/practices, develop and write policies and procedures, programs and reports.
• Computer skills sufficient to use general office application/productivity software (e.g., computer operating system, e-mail, word-processing, database/spreadsheet, calendar/scheduling, presentation graphics, Internet browser and search software).
