Job Summary
Under regular direction and in compliance with standard operating procedures and policies, supervises fixed routes, paratransit, and trolley operations at the Greenlink Terminal. Exercises limited discretion in the interpretation and application of standard policies, procedures, and rules. Ensures routes operate efficiently and safely. Analyzes current route performance and makes changes as necessary to ensure all routes are on time. Assists management in the investigation of complaints. Creates weekly work schedule for operators, ensuring that all shifts are covered while minimizing overtime. Maintains accurate records of employee work hours. Uses records to verify payroll for subordinate operators. Trains new operators on Greenlink policies and routes. Assists operators, dispatchers, and management as needed. Responds to accidents, collects necessary information, and documents scenes appropriately. Operates buses as needed to fill empty shifts or relieve operators for lunch. Escorts operators to Department of Transportation (DOT) drug testing. Works on committees as needed. Aids in interviewing and selecting new operators. Performs yearly evaluations on all subordinates. Authorizes detours during weather conditions, road construction, and special events. Monitors and report bus violations for safety and operational procedures to safety personnel. Serve as a subject matter expert on the Accident Review Committee and Greenlink's Safety Committee as required.
Essential Functions
% of Time
• Supervise Operations: Arrive at Operations center each morning to open facility, prepare paperwork for operators, ensure all operators are clocked in on time, and supervise pre-trip inspections of buses. Supervise daily operations from the Greenlink terminal and from the road. Ensure that all City of Greenville, Greenlink, and Greenville Transit Authority (GTA), South Carolina DOT, and Federal Transit Administration (FTA) rules, policies, and procedures are followed by subordinate operators. Conduct driver roll call. Perform operator evaluations/ride-a-longs to ensure safe and efficient operation of buses. Close Greenlink Terminal in the evening, ensure all buses are shut down properly, post-trip inspection forms completed, and all employees have clocked out. Monitor routes daily, authorize reroutes as necessary due to current conditions. Analyze traffic and passenger data to identify schedule problems and report information to the Transit Operations Manager. Instruct, advise, and evaluate subordinate operators on the safe, efficient operation of equipment. Identify and recommend retraining for operators. Approve payroll for subordinate employees based on work schedules. Ensure operators are adhering to Greenlink and City of Greenville policy. Administer disciplinary action to employees at the direction of Transit Operations & Safety Manager. Provide feedback and guidance to operators to improve operation. Respond to accidents/incidents, ensure all required paperwork is complete and correct. Escort operators to DOT required random drug testing. Provide assistance to operators during breakdowns and emergencies. Aid in counting money from previous day's ticket sales. Monitor weather conditions and make recommendations about continuation of service. Interact with the general public to answer questions and share information. Participate in the development of new policies and procedures, as well as make recommendations of new policies and procedures. Support management in the implementation and continuous improvement of Safety Management System processes and activities. Monitor compliance with Greenlink's Agency Safety Plan. Document and investigate safety issues or concerns directly observed or reported by front-line employees or the general public. Conduct and document a preliminary hazard analysis of reported safety issues or concerns. Monitor the safety and security of Greenlink Terminal and all buses. Coordinate with law enforcement as necessary to have passengers removed if needed. During Road Supervision and ride-a-longs, observe all bus stops and shelters, report any items that need to be cleaned or repaired to Facilities Maintenance. Ensure all routes are logged into their correct run and trip in the Computer Aided Dispatch/Automated Vehicle Location (CAD/AVL) tracking system. Monitor video reports from Greenlink's Driver Behavior system, review video daily and coach subordinates. Each supervisor will be assigned one or more of the following specialties:
• Scheduling: Develop a weekly schedule for all fixed routes. Plan the vacation pick for all operators. Plan and coordinate the run pick for all routes and drivers. Ensure all scheduling needs are met. Assure extra board is staffed as necessary. Ensure a standby driver is in place. Minimize overtime as often as possible.
• Video Retrieval & Investigation: Retrieve video from buses when complaints are received. Clip video and store in proper location. Ensure all videos are documented with complaint information. Determine validity of complaints based on video evidence.
• Supervise Trolley Operations: Develop weekly trolley operator schedule. Provide on-site supervision of trolley during trolley operating hours. Serve as Greenville Area Paratransit (GAP) operator for paratransit needs in trolley service area when needed. Interact with public to answer questions, take complaints, and share information.
• Supervise Dispatchers: Develop weekly Dispatcher/Information Specialist schedule. Provide on-site supervision of Dispatchers. Monitor Information Specialist attendance, time off requests, and vacation; assure all information is recorded in timekeeping system. Coordinate with supervisors to ensure that all routes are on time, inform supervisors of accidents, cover open dispatch shifts. Receive complaints from customers and pass information to proper personnel. Interact with the general public to sell tickets, answer questions, record complaints, and share information. 75%

• Assist with Dispatch Services: Provide public transit dispatching for fixed route, paratransit, and trolley services. Monitor two-way radio traffic, respond accordingly. Coordinate with other supervisor to authorize and communicate route changes due to inclement weather, unsafe conditions, road constructions, accidents, and other unique situations. Instruct drivers concerning directions and detours. Contact and coordinate with law enforcement and emergency services when needed. Coordinate with maintenance when replacement vehicles or drivers are needed due to accidents, breakdowns, or other emergencies. Monitor and record all missed trips. Monitor and record all road calls.

• Provide Training for New Bus Operators: Train new operators on Greenlink and City of Greenville policies and procedures. Provide new operators with an orientation session on Greenlink. Conduct behind the wheel and classroom training for Bus Operators in the following areas: Service Area Familiarization, Passenger Boarding and Alighting, Accident and Emergency Procedures, Genfare Training, Destination Sign Training, Timesheet Training, Customer Service, Americans with Disabilities Act (ADA), Pre/Post Trip Inspections, and Safe Driving.

• Serve as Backup Bus & Trolley Operator: Operate buses, trolleys, and GAP vehicles when necessary to cover shifts or provide assistance. Ensure vehicle is operated safely and that customers have a good experience. Collect fares as necessary and assist ADA passengers as needed. Operate buses and trolleys during special events and ensure the organization is cast in a positive light.

Job Requirements
• High school diploma or equivalent.
• Over two (2) years of progressively responsible experience in transit operations.
• At least one (1) year of supervisory experience.
• Accident Investigation training/Certification within six (6) months of hire.
Driver's License Requirements
• Valid South Carolina Class B Commercial Driver's License (CDL) with air brake provision and passenger endorsement.

• The geography and roadways of assigned routes within the entire Greenlink service area, and hours of service.

• Organizational development techniques and methods as related to curriculum development and training programs for Bus and Paratransit Operators.
• Comprehensive, specific technical knowledge of the major functions within assigned areas of responsibility.
• Computer programs sufficient to enter, retrieve, and interpret operational data.
• Proper procedures for safely cleaning bodily fluid spills per the Bloodborne Pathogen Policy.
• Proper use of Personal Protective Equipment (PPE).
• Two-way radio communication procedures and telephone etiquette.
• Customer service and de-escalation techniques.

• Operate general office equipment to include scanner, printer, copier, telephone, fax, calculator, camera, and computer with Microsoft Office Suite.
• Utilize specialized software and systems to include AVL tracking system, FTA safety management system, and on-board video monitoring platforms.
Working Conditions
Primary Work Location: Office environment, Operations & Maintenance Facility, Greenlink Transit Center, fleet vehicles, and outdoors (roadways).
Protective Equipment Required: Closed-toed and close-heeled shoes with slip-resistant soles and safety vest.
