This position is limited and anticipated to last up to three (3) years with an estimated end date of January 2027
As the project manager for the Business Solutions Office at the Minnesota Pollution Control Agency (MPCA), the incumbent will track defect and enhancement tickets that are for work done by MNIT or third-party vendors, so testing is completed, and tickets are closed timely, manage the application(s) change request log and level of effort tracking sheets, establish testing sessions for new application builds or upgrades, and provide training to other MPCA staff and external testers. The position will incorporate technical requirements into change requests, tickets and training activities and assist in the completion of all forms and documentation associated with the development, research, problem-solving and compliance with contractual and program requirements. The position will also complete documentation and tracking Business Solution decisions and processes to include recommentaion of new and improved policies, procedures and tools and assist with their development.
Minimum Qualifications
Two (2) years** of experience managing or providing support for system process improvement efforts (e.g. business needs assessments, process mapping, gap analysis, process recommendations, etc.) A Bachelor‘s degree in data management, information systems, statistics, computer science, mathematics or closely related field may substitute for two (2) years of experience. An Associate‘s degree in data management, information systems, statistics, computer science, mathematics or closely related field may substitute for one (1) year of experience.
Proficiency in computer and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to document process mapping, business requirements, and test cases.
Ability to translate expressed business needs into process flows, activities, service requirements, and data needs in sufficient detail to allow for technology experts to determine appropriate solutions to meet those needs.
Accomplished technical and administrative writing skills, including Business English, grammar and spelling, necessary to document, organize, and effectively present ideas to the intended audience.

Time management skills sufficient to manage multiple tasks and effectively balance conflicting priorities and projects.
Preferred Qualifications
Skill in recommending, developing, and implementing improvements to processes.
Skills in identifying, analyzing, and communicating the solution of specific problems to others.
Working knowledge of statutes, regulations, and rules pertaining to agency programs and data practices.
Working knowledge of business operations, Agency program delivery systems, records management and system components.
Working knowledge of the Agency’s Continuous Improvement process and measures to aid in process understanding and streamlining where needed during service development.
