City Engineer
NATURE OF WORK
Performs highly varied and complex engineering duties in connection with the planning, design, improvement, and inspection of engineering and construction projects in the City, with particular emphasis on transportation and infrastructure. Work also involves providing technical support in responding to citizen concerns pertaining to drainage, erosion, traffic, utility systems, or other departmental issues. Supervision may be exercised over other personnel of a lower classification. Work is performed under the general supervision of the Director of Public Works
EXAMPLES OF WORK
Performs project management; administers contracts and manages the design of complex capital improvements projects involving streets, drainage, utilities, or facility improvements; reviews development plans; analyzes for adequacy in meeting applicable federal, state, and local codes; establishes property and right-of-way lines; elevations, and in-field project information;
Supervises Engineering Division and geographic information system;
Prepares plans, specifications, advertisements, bid documents, and award of various City projects;
Manages complex construction projects, including administration of substantial funds and numerous subcontractors from review to design, to bid award, to completion;
Prepares RFP’s conducts interviews, recommends, and manages the selection of consultants;
Coordinates and supervises activities of engineers, contractors, surveyors, consultants, or other professionals under contract with the City for project design and construction;
Coordinates writes, and administers grant applications with DHCD, DEQ, VDH, VDOT, and other agencies on behalf of the City;
Acts as liaison to other Government/Local Agencies by providing information, education, and technical assistance; serves on behalf of the City, on various boards, commissions, and committees;
Responds to inquiries from City Council, staff, and the general public;
Processes and handles citizen complaints and offers resolutions/recommendations;
Prepare budgets, records, and reports related to assigned projects;
Coordinates City’s bridge inspection program for compliance with applicable federal and state requirements; recommends modifications for improved traffic system;
Serves as Combined Program Administrator for the Erosion and Sediment Control Program;
Coordinates acquisition of property/easements from private landowners for City projects; coordinates property appraisals, plat preparation, and deeds of easement or transfer;
Maintains comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new methods, materials, trends, and advances in the profession, reads professional literature; maintains professional affiliations; attends appropriate workshops and training sessions;
Performs related work as required.
• MINIMUM QUALIFICATIONS OF WORK Bachelor’s degree in Civil Engineering or related field supplemented by previous related experience.
• EIT certification or the ability to achieve the certification within one year
• Ability to read, analyze and interpret professional documents, computerized maps, journals, technical procedures, or governmental regulations, as applied to planning, location, design, construction, and maintenance of the area or projects of assignment;
• Ability to effectively present information and respond to questions.
• Thorough knowledge of the principles and practice of civil engineering, including surveying.
• Proficiency in auto-cad or GIS software;
• Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory; Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases.
• Must Obtain DEQ certification as an Erosion and Sediment Control plan reviewer and Stormwater Management plan reviewer within 18 months of employment.
• Preferred Qualifications Professional Engineers (PE) License in the State of Virginia
• Licensed Surveyor
• Proficiencies in Auto-Cad and Arc-GIS
• Experience as a Project Manager

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.
While performing the duties of this job, the employee must be physically able to operate a variety of tools and equipment, such as motor vehicle, printer, plotter, copy machine, blueprint/plan, scan copier, fax machine, telephone, two-way radio, engineering, recording and measuring devices.
Tasks require the ability to stand, walk, reach with hands and arms, stoop, kneel, crouch, crawl, talk, hear, speak and smell.
The employee must occasionally be required to lift, carry, push and/or pull objects and materials of moderate weight (up to 25 pounds). Specific vision abilities required by this job include close vision for reading and interpreting plans, distance vision, color vision to recognize colors for map reading purposes, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. SPECIAL REQUIREMENT
Must possess a valid Virginia driver’s license.
Must possess an EIT (Engineer in Training) certification in the Commonwealth of Virginia or the ability to obtain it within a reasonable amount of time.
Subject to a complete criminal history background search with acceptable results. Following a conditional offer of employment, must pass a post-offer physical examination. May be subject to DMV driving record review as required by the amount of work-related driving specified by support responsibilities. Must also be able to perform the job as described in the Physical and Minimum qualifications section of this job description.
