DESCRIPTION Under general supervision Deputy Director – Property & Land, this position supports the mission of the Property and Environmental Resources Department by providing quality and efficient services to the public. This position coordinates multiple departmental initiatives either independently or in collaboration with other members of the department, county, and external stakeholders. The Program Coordinator - Hazardous Waste performs functions as the Facility Manager and the Regional Program Manager, ensures the safe and proper management of all hazardous waste materials at the Blue Earth County Regional Household Hazardous Waste facility and assures facility and program compliance with state laws. This position will facilitate and is responsible for hazardous waste shipments from the Regional Facility; coordinate safety and training for staff; lead staff and facility operations; coordinate material processing; manage special waste and abatement programs and Minnesota Department of Agriculture (MDA) waste pesticide programs; and complete and submit required reports for the Region and County. DUTIES / RESPONSIBILITIES ESSENTIAL FUNCTIONS: Ensures hazardous materials collected at the Blue Earth County Regional Household Hazardous Waste (HHW) facility are managed, categorized, packaged, stored, and labeled in compliance with state and federal laws and in a manner which provides safety for staff and facility users. Ensures the HHW program and HHW facility are operated and maintained in compliance with state and federal laws. Stays current on new Minnesota rules governing the collection, categorization, storage, labeling, and shipping of hazardous waste. Signs MnDOT manifests and certifications. Serves as HHW training and safety coordinator. Coordinates training activities for staff at the HHW facility and keeps staff and administration informed of training requirements. Collaborates with Federal and State agencies, cities, townships, other counties, and other County departments. Serves as Regional Program Manager (RPM) for the eight county HHW region. Participates in statewide RPM meetings and represents the Blue Earth County Regional HHW facility. Assists in developing statewide policy for HHW programs. Develops and maintains regional Standard Operating Procedures, Contingency Action Plan, and Safety Policy. Manages contracts with State and regional counties. Trains and mentors staff in accordance with Minnesota Pollution Control Agency (MPCA) regulations and standard operating procedures for a HHW facility manager. Leads the daily operations and assigns staff to daily work. Implements department priorities, objectives and goals and monitors daily work tasks and manages workload. Ensures compliance with all statutory requirement, county policies, and procedures related to the HHW program. Maintains procedures manuals and other documentation. Recommends changes in procedures to ensure accuracy, efficiency, and productivity in the department. Participates in informational meetings, programs, services, and activities and respond to requests for information, data, and assistance. Interprets and ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards. Advises Department leadership of pending legislation or best practices changes expected to impact the organization and department. Develops special waste and waste abatement programs. Works with organizations, businesses, other county departments, other counties, and state agencies to develop options for recycling or proper disposal of special waste items, such as pharmaceuticals, sharps, and hazardous or problem wastes. Manages and implements programs for commercial and agricultural generators of special wastes according to applicable state rules and procedures. Works with waste generators to identify, collect and dispose of special wastes, including program advertising and education, managing contracts, ongoing support, and processing. Provides technical assistance. Assists various agencies and the public on proper handling and disposal of hazardous materials and determines hazard classes for collected chemicals. Makes presentations to the community and provides tours. Maintains data and records on Hazardous Waste. Prepares reports for state agencies, and prepares billings for state, county, business, and others as required. Participates in personnel selection and discipline as directed. Provides input to supervisor on performance evaluations and provides performance feedback. Identifies problems and exercises judgment. Represents county on workgroups and committees when assigned. Attends work during regularly scheduled hours. ADDITIONAL FUNCTIONS: Administers, reviews, recommends revisions, and provides compliance oversight of ordinances and regulations. Researches and develops new ordinances. Communicates with facility operators and haulers. Performs inspections to ensure compliance with requirements. Liaisons with county and state officials and the public regarding current practices and identifies issues to address. Participates in Professional Staff Development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Reads appropriate journals and articles. Associates with agents and departments from other counties and states to learn about and maintain professionalism and stay abreast of changes and to develop effective implementation procedures. Performs other related functions as apparent or assigned. QUALIFICATIONS MINIMUM QUALIFICATIONS: Bachelor’s degree in environmental, chemical, biological, physical sciences, or related field Experience using computers and laboratory equipment OR A combination of progressively responsible experience and education in a related field PREFERRED QUALIFICATIONS: Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic. Experience utilizing proven technical/environmental skills and scientific principles. Experience with solid waste, recycling, or hazardous waste activities and safety procedures Experience working with State and Federal environmental agencies Master’s degree in environmental, biological, chemical, or physical sciences, or related field CONDITIONS OF EMPLOYMENT: Must comply with all federal and state laws and organizational and departmental policies and regulations. Must successfully pass a background check and receive respirator medical clearance. Must possess a valid driver’s license and be able to drive in the State of Minnesota. Must possess within 6 months of employment the MPCA health, safety, and categorization training and certification and the MnDOT (Minnesota Department of Transportation) Hazardous Materials training. Must possess first aid and CPR certifications within 6 months of employment. Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that is necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes. HOURS OF WORK Monday through Friday from 8:00 a.m. to 5:00 p.m. Additional, evening, and Saturday hours may be required. Hours of work are structured to meet the needs of the public served.
Salary: $72,571.20 - $101,670.40 a year
