Description The City of Roanoke is seeking Virginia DCJS certified Law Enforcement Officers to serve as a School Resource Officers (SRO) for the Roanoke City Sheriff’s Office. The School Resource Officer is responsible for interacting with the police staff, school faculty, school administration and staff, parents, and students in the Roanoke City School system to lead and educate students, promote safety, and promote positive police/community relationships.  The officer is responsible for one school in the Roanoke City school system.  The officer serves as a law enforcement officer, teacher, role model, and counselor to and for the students The SRO works with diverse groups of people.  A majority of the time is spent in environmentally controlled classroom settings, although assignment outdoors in various weather conditions may occur.  Stressors in the assignment include interaction with openly hostile students or parents, requirements to meet deadlines, and the responsibility for a large number of students with a wide variety of concerns.  The SRO is responsible for preventing, detecting, investigating, and prosecuting criminal violations on Roanoke City School property or events. The work hours for elementary schools are 7:00 a.m. – 3:00 p.m. and will follow the Roanoke City Public Schools calendar schedule.  Work hours are subject to being flexed, which includes but is not limited to dances, athletic events, and shift extensions.
*Starting salary 43,050 - 50,000 commensurate with certifications and experience*
Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Ø Foster educational programs/activities to increase each student's knowledge of and respect for the law and the function of law enforcement;
Ø Attend extracurricular activities held at the District’s schools within the City, when feasible, and promote a positive relationship between students and law enforcement officials;
Ø Understand school policies regarding how to distinguish disciplinary infractions to be handled by school officials versus criminal activity that warrants SRO involvement;
Ø Review enforcement and investigative techniques at local schools and work with District personnel to provide in-service training to staff with regard to crisis management and school security;
Ø Work with the District’s personnel to advise concerning vehicular and traffic safety on and around the school campuses;
Ø Act swiftly and cooperatively when responding to disruptions and criminal offenses at school or on school grounds, such as: disorderly conduct by trespassers; the possession and/or use of weapons on campus; the possession, sale, distribution or use of alcohol or controlled substances; rioting or dangerous demonstrations; serious acts of vandalism; etc.;
Ø Make reports of criminal offenses as per Department regulations as warranted, and investigate such acts that may occur at schools;
Ø Provide assistance to other officers of the Department or other law enforcement agencies in their investigations of criminal offenses which are alleged to occur off campus, but may be related to school activities;
Ø Familiarize themselves with the many issues confronting students, e.g., alcohol and drug use, gang involvement, weapons, bullying, and teenage suicide;
Ø Provide direct intervention to children who are victims, witnesses, or perpetrators of violent crime;
Ø Participate in SRO Program evaluation by providing data and assisting with analysis and recommendations through partnership meetings;
Ø Provide assistance in the development of a Safe School Plan and crisis preparedness guidelines for schools;
Ø Define safety and security measures, as needed, within the schools and assist with implementation. The services performed by the SRO are not intended to supplant those provided by existing District security personnel;
Ø Handle the primary responsibility of responding to calls for service and investigating crimes at all Roanoke City Public Schools campuses within the City;
Ø Conduct follow-up on reports taken by patrol officers when appropriate;
Ø Establish genuine rapport between students, faculty and parents while being available to students, parents and faculty before, during and after school;
Ø Provide a safe, healthy and secure environment on campus and in the immediate proximity of the campus;
Ø Provide routine marked police car patrol and foot patrol during the most critical times to discourage unlawful and antisocial behavior;
Ø Provide intelligence to law enforcement and school officials relative to gang or drug activities and enforcement;
Ø Give educational presentations to student body, faculty, administration, PTSA and other school-based groups relative to laws, the role of law enforcement and other applicable subjects;
Ø Serve as a resource for Roanoke City Public Schools and the Department by providing safety programs, special drug education classes and juvenile gang awareness and prevention programs in the schools and assisting staff with presentations and instruction in developing age-appropriate curriculum;
Ø Train school administrators and faculty on gangs, youth subcultures and substance abuse;
Ø Train Department personnel on the role of the SRO and on school issues important for officers to know;
Ø Be a liaison for the school, police and probation, and the community to keep all informed of activities of others who may be at risk or inclined to cause problems or commit crimes;
Ø Assist police investigators with information that will help solve cases;
Ø Help school staff in lessening campus tension and provide assistance to campus supervisors as needed;
Ø Consider diversion opportunities for youth, rather than arrest, when appropriate;
Ø Use discretion in handling confidential material and information;
Ø Use the resources provided for the prevention, observation, intervention, investigation, and reporting of unlawful acts;
Ø As needed, attend District activities outside of the regular duty hours.
Ø Coordinate all activities with the principals and staff members concerned and seek permission, advice and guidance prior to enacting any program within the school.
Ø Grow professionally through study and participation in professional activities, including recommended SRO trainings, including the California POST required/recommended SRO training/certification.

Supplemental Information EDUCATION and/or EXPERIENCE
Must have successfully completed basic law enforcement academy, the probationary period as a law enforcement officer, and be DCJS law enforcement certified in Virginia. SRO Certification preferred but not required. Associate's degree or equivalent from two-year college or technical school with a major in social  or police science desirable but not required; or equivalent combination of education and experience.

Overview of Benefits for Full-Time Employees:
Paid leave is time off from work available for use by an employee upon approval by supervisor. The first 24 consecutive leave hours for any illness must be charged to paid leave with additional time charged to extended illness leave. Paid leave for employees of the city shall accrue as follows:

Extended Illness Leave: shall accrue at the rate of six (6) hours per month. Fire suppression employees shall accrue extended illness leave at nine (9) hours per month.
Funeral Leave: for family, up to three consecutive days.
Military Leave: Twenty-one work days per Federal fiscal year.
Holidays: The City provides 96 hours of annual paid holiday time.
Mental Health & Well-Being Leave: Employees receive 24 hours (Fire Suppression receives 34 hours) of Mental Health & Well-Being Leave upon hire.  Certification of mental health diagnosis is not required and leave will not be paid out upon separation.
Shared Leave Bank (effective 1/1/2023):  Voluntary membership for full-time Employees who will be out for an extended period of time and has exhausted all other forms of leave.  Members are required to provide 8 hours of their Extended Illness per fiscal year and at least 8 hours per assessment.  Assessments will be limimted to 4 times per fiscal year (max of 40 hours per fiscal year).
Health Insurance: Four coverage types are available:  Employee only, Employee + 1 Child, Employee + Spouse and Family.  Coverage is available through payroll deduction.
Additionally, the city offers the following three Aetna Health Plan Options :
PPO 300 – Provides 100% coverage for preventive care; lower deductible and out-of-pocket maximums than other medical plans; and has higher employee premiums. This is comparable to the current insurance program.
PPO/HRA 1000 – Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than the PPO 300 plan; has lower employee premiums than the PPO 300 plan; and the employer makes contributions to an account through a Health Reimbursement Arrangement (HRA). The City of Roanoke contributes $500 for employee only coverage and $1,000 for all other tiers. Contributions are pro-rated dependent upon enrollment date.
PPO/HSA 2700 – Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than other medical plans; has lower employee premiums; and both the employer and the employee make contributions to a Health Savings Account (HSA) to pay for medical expenses which apply to the deductible. The City of Roanoke contributes towards the Health Savings Account (HSA), $1,300 for employee only coverage and $2,600 for all other tiers. Contributions are pro-rated dependent upon enrollment date.
Optum RX (Pharmaceutical Benefits Manager) - Manages pharmacy benefits, processes employee pharmacy claims and answers employee pharmacy benefit questions.

Life Insurance: Paid by the City at no cost to employees. Coverage is equal to the annual salary rounded to the next highest thousand and then doubled. For an accidental death, the coverage would be twice this amount.

Long Term Disability Insurance: Designed to provide a monthly benefit to assist employees with bills and maintaining a standard of living when disabled as a result of a covered sickness or injury. Coverage is available through payroll deduction. Annual cost is your annual salary multiplied by .00255. This amount is half of the total premium and the City pays the other half.
Retirement: Employees contribute 5% of salary and choose between participating in a traditional defined benefit plan or a hybrid program. Employees vest in the employer component of either plan upon completing five (5) years of service.
Defined Benefit Pension Plan: Normal retirement after 55th birthday, and when combination of age and creditable service equals 85; or, 65th birthday if completed at least five years of creditable service. For sworn officers in Police and Fire/EMS, normal retirement after 50th birthday, and when combination of age and service equals 75; or, 65th birthday or older with 5 years of creditable service. An annual retirement benefit equals 2.0% of salary (based on an average of the highest five years) times the number of creditable years with a maximum of 63%. Early retirement options are available and reductions may apply based on age and service.
Hybrid Program: Provides the characteristics of the traditional pension plan with that of a deferred compensation plan. The pension plan provides an annual benefit equaling 1% of salary (based on an average of the highest five years) times the number of creditable years with a maximum of 63%. The deferred compensation component provides for the employee contribution to be deposited in an account directed by the member. The combination of the two components is structured to provide approximately the same actuarial benefit as the Defined Benefit Pension Plan. International City Management Association - Retirement Corporation (ICMA-RC) provides the third party administration of this deferred compensation plan for participating employees.
Sheriff's Department Employees are covered b the Virginia Retirement System (VRS). Previous service covered by VRS may be portable to the Roanoke Retirement System.
