Description The City of Roanoke is seeking an E911 Operations Specialist to review, aggregate, and analyze data from CAD system and audio recordings on a monthly, quarterly and yearly basis and serve as complaint investigator. Job responsibilities include but are not limited to processing, routing, and tracking FOIA requests and paper work for subpoenas within the time restrictions set for each request, overseeing the development and improvement of quality assurance, reporting, and data collection practices; using analytical skills to assess the performance of all E911 communications staff; making recommendations to E-911 management team based on data trending regarding the performance of each shift and communications officer; and overseeing the development and improvement of quality assurance regarding the performance of each shift and communications officers. The successful candidate will also assist and advise the E-911 Manager to assure the emergency communications center is adhering to standards related to accreditation, as well as effective and efficient operations practices and meet directly with E-911 Communications Supervisors and Communications Officers to review expectations, quality assurance practices and operating standards as requested by E-911 Manager or staff.

Examples of Duties SUMMARY
This role will focus on processing, routing, and tracking of FOIA requests and paper work for subpoenas within the time restrictions set for each request, overseeing the development and improvement of quality assurance, reporting, and data collection practices; quality assurance and complaint investigation.  Oversees the development and improvement of quality assurance, reporting, and data collection practices. Assists and advises E-911 manager to assure the emergency communications center maintains effective and efficient operations practices.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Reviews, aggregates and analyzes data from CAD system.
Oversees the development and improvement of quality assurance.
Makes recommendations to E-911 management team based on data analysis and trends.
Meets with E-911 staff to review quality assurance practices and operating standards.
Conducts quality control compliance reviews and researches discrepancies.
Prepares reports and analyzes trends as it relates to quality control.
Develops and maintains department manuals as necessary.
Investigates all internal and external complaints.
Processes, routes and tracks FOIA requests within given time restrictions.
Provides operational support as a communications officer on an as needed basis.
Reviews department policies and procedures for compliance with accreditation standards.
Updates accreditation plan as necessary.
Assists in writing directives to assure accreditation requirements.
Identifies trends in CALEA (Commission of Accreditation for Law Enforcement Agencies) standard development and alerts management to anticipated changes.
Prepares reports on existing department operations, methods and procedures relating to accreditation standards.
Collects the appropriate reports and proof to satisfy accreditation standards.
Conducts policy research and surveys of other jurisdictions relating to accreditation.
Maintains all records associated with accreditation and Library of Virginia requirements.
Participates in special projects.
Performs related tasks as needed.

EDUCATION and/or EXPERIENCE
High school diploma or equivalent required. Associate's degree preferred. Minimum of three years of public safety emergency communications experience.
