Job Summary:
Performs responsible professional work creating and coordinating an organization-wide workforce training and development program that ensures all employees are enabled to effectively and efficiently perform their respective responsibilities and increase levels of engagement and performance. This position works to continuously assess needs and ensure an effective program of employee training. Exemplifies strong emotional intelligence skills in working with supervisors and employees including during times of conflict, executing team building, or implementing organizational change. Responsible to ensure County employees are equipped to consistently perform legally, ethically, and at their full potential as individuals and team members in all areas and aspects of their employment roles and responsibilities. Responsible in helping to implement comprehensive training programs for employees on compliance issues, including diversity, equity, and inclusion, as well as harassment, ensuring a workplace culture that promotes respect, fairness, and a welcoming environment for all.
Distinguishing Features of the Class:
Under the general direction and supervision of the Deputy County Administrator, the Training and Development Coordinator performs both assigned and independent work assessing, planning, preparing, facilitating, monitoring, evaluating, and documenting training activities in the County workforce. They will conduct select training, as qualified. Works collaboratively with management and employees across all County functions and departments. Maintains and provides regular reports to Department Directors, Human Resources, and County Administration on regulatory compliance and achievement of training goals and objectives. Performs related work, as assigned.
Key Responsibilities/Essential Functions:

• Assess training needs for new and existing employees to fulfill legal requirements and to equip employees and teams to work ethically, effectively, productively, and in accord with organizational values.
• Identify internal and external training programs and platforms to address competency gaps and to further develop proficiencies and expertise.
• Collaborate with other localities, professional and membership organizations, state, federal, educational, and non-profit organizations, and agencies to achieve training and development goals and objectives.
• Partner with internal stakeholders regarding employee training needs and development objectives.
• Organize, develop, or source training programs and curricula to meet specific training needs.
• Liaise with subject matter experts regarding instructional design.
• Develop training aids such as manuals and handbooks.
• Inform employees and teams about training and development opportunities and options.
• Map out development plans for individual employees and teams.
• Present training programs using recognized training techniques and tools.
• Facilitate learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching.
• Design and apply assessment tools to measure training effectiveness.
• Track and report on training activities and outcomes.
• Provide feedback to program participants, management, and providers.
• Evaluate and make recommendations on training material and methodology.
• Maintain employee training records.
• Manage logistics for training activities including venues and equipment.
• Establish and maintain relationships with training providers.
• Coordinate off-site training activities.
• Manage training budget.
• Maintain in-house training facilities and equipment.
• Keep current on training requirements, design, and methodology.
• Keep current on available training providers and programs.

Acceptable Education and Experience:
• Any combination of education and experience equivalent to graduation with a four year degree from an accredited college or university with major course work in a related field plus five years experience in workforce education, training, or development including three years in a program management capacity.
• Substantive adult education training and experience.
• Public sector experience preferred.
• Relevant certification such as ASTD (American Society for Training and Development) or Certified Workforce Development Professional (CWDP) preferred.
Physical Demands/Special Work Environment:
• Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
• Substantial movements (motions) of the wrists, hands, and/or fingers.
• Frequently positions themselves at, below, or above ground level to perform required technical work.
• The person in this position frequently communicates and exchanges information with colleagues and County personnel on detailed technical instruction. Must be able to exchange accurate information in these situations.
• Exerting up to 30 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
• Required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and analyzing.
• Worker must be able to remain at workstation in a stationary position for up to 50% of the time.
• The person in this position needs to occasionally move about inside the office to attend meetings; access files, office machines; to interact with County employees.
