Job Description
GENERAL DESCRIPTION
This position serves at the pleasure of the County Administrator in an “at will” employment capacity.  Performs complex secretarial and responsible administrative work for County Administration, serves as office manager, and performs special assignments and related work as required.
The major responsibility is to ensure that the Office of the County Administrator operates efficiently by performing high level public relations and administrative support work.   Ensures that a professional / business-like environment is maintained, exercising tact and diplomacy when dealing with the public as well as confidence and maturity when dealing with diverse and complicated issues. Takes initiative to maintain a positive interactive relationship with the County Administration that anticipates and/or responds to administrative activities by attending to details and closure of tasks and projects. Confidentiality must be maintained at all times.  Work is performed under the general supervision of the County Administrator with only an occasional review of work, methods, or results.
Position also serves as back up to the Chief Deputy Clerk to the Board of Supervisors.  Assists the Chief Deputy Clerk when necessary, particularly with respect to logistics and arrangements for meetings of the Roanoke County Board of Supervisors. Works collaboratively with County departments on the preparation and presentation of reports to the Board.  Performs other related duties as assigned.
ESSENTIAL JOB FUNCTIONS
• Receives telephone inquiries and complaints from the public; ascertains nature of business; provides information to inquiries or directs callers to appropriate persons or offices.
• Researches and compiles information from a variety of sources.  Collects data needed to respond to inquiries/complaints, and drafts replies.
• Composes correspondence appropriate to the need, creates informational, data base, research and other types of reports.
• Assists in the preparation of material for submission to the County Board of Supervisors and writes Board reports.
• Oversees distribution and disposition of notices, memorandums, directives and related material.
• Prepares annual budget for Department; approves payment of charges against Departmental budget.
• Maintains an accurate and complex system of files and electronic data bases and researches files.
• Assists other County employees to ensure functionality at all levels of the County
• Makes decisions on non-critical administrative matters.
• Acts as coordinator between the Department and other County departments and agencies.
• Organizes Executive’s appointment calendar and other commitments, conserving time whenever possible.
• Assists in thoroughly responding to Freedom of Information Act requests in a timely manner
• Provides administrative assistance to County and other regional ad hoc committees as directed.
• Serves as liaison with professional groups, such as ICMA and VLGMA to ensure compliance with professional regulations and licensure.
• Manages and updates Internet and Intranet web sites.
REQUIREMENTS/PREFERENCES
Education
Required: Associates degree in business administration, secretarial technology, office management, paralegal and/or related field with considerable experience in office management, and administrative support.
Experience
Required: Extensive and progressive experience in office management, administrative support supplemented by college courses in business administration, secretarial technology, office management, or related field required.

• Demonstrated competency to establish and maintain effective working relationships with other employees, employees of other localities and agencies, dignitaries and the public
• Comprehensive knowledge of office terminology and procedures
• Comprehensive knowledge of secretarial techniques
• Demonstrated ability to produce word-processing documents, reports and desk top publishing in a timely and accurate manner
• Comprehensive knowledge of business math, finance, spelling and English grammar
• Ability to write clearly, concisely, and effectively
• Ability to follow complex oral and written policies, procedures, and laws
• Ability to take initiative
• Exercise independent judgment, and prioritize assignments
• Ability to accomplish assigned tasks with a minimum of supervision
• Through knowledge of local government and the organization and function of the County's departments
• Familiarity with the County Code, County Policy Manual, and other informational resources
• Ability to perform administrative duties and to direct the activities of other employees
• Ability to maintain the confidentiality of information handled within the office.
Additional Requirements
Subject to a complete criminal history background search with acceptable results.  Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
