Job Description
GENERAL DESCRIPTION
Ensures that a business-like environment is maintained, exercising tact and diplomacy when dealing with the public as well as confidence and maturity when dealing with diverse and complicated issues. Confidentiality must be maintained at all times.  Perform difficult professional and administrative work involving the preparation and preservation of the legislative records of the Board of Supervisors; serve as liaison between the Board of Supervisors, staff, and the public; serve as the official records management contact for the County; perform related work as required.
ESSENTIAL JOB FUNCTIONS
• Management of the agenda process
• Attendance at all regularly scheduled and specially called Board of Supervisors meetings
• Preparation and distribution of minutes of Board of Supervisors meetings
• Consultation with administrative and supervisory personnel regarding matters to appear before the Board
• Periodic review and update of technology used within the department
• Manage records of committee appointments
• Archive and index all contracts and agreements entered into by the Board of Supervisors
• Ensure the retention of all Board of Supervisors records in accordance with Library of Virginia guidelines
• As Records Officer for the County, review and authorize the destruction of records, as submitted by department records management contacts; provide annual training opportunities for department records management contacts; respond to inquiries related to retention of records.
• Assists with the planning and coordinating of special events sponsored by the Board of Supervisors and County Administration
• Maintain disclosure forms as required by State law
• Researches and compiles information as requested by Board members and County Administration
REQUIREMENTS/PREFERENCES
Education
Required: Associates degree in business administration, secretarial technology, office management, paralegal and/or related field with considerable experience in office management, and administrative support OR combination of training, education and experience that demonstrates the knowledge, skills and ability to perform the work described.
Experience
Required: Extensive and progressive administrative support experience supplemented by college courses in business administration, paralegal, secretarial technology, office management, or related field required.
Certifications/ Licenses
Preferred: Certified Municipal Clerk
Knowledge, Skills and Abilities
• Comprehensive knowledge of the function and organization of the County government
• Thorough knowledge of records management and retention regulations
• Comprehensive knowledge of the rules of order as related to public meetings and hearings
• Comprehensive knowledge of the County charter and code
• Ability to perform research and prepare reports; ability to express ideas effectively, both orally and in writing
• Ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with other County officials, employees and the public
• Ability to maintain complex records; ability to work under pressure and make decisions in accordance with laws, ordinances, regulations and established procedures while organizing and performing work independently.
• Ability to operate a variety of office equipment
• Comprehensive knowledge of standard office procedures, practices and equipment
Additional Requirements
Subject to a complete criminal history background search with acceptable results.  Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
