General Definition of Work
Performs work participating in highly responsible administrative and professional duties related to planning, organizing, and directing RRHAs' housing programs, overseeing and coordinating strategic planning, management, and compliance for Public Housing, Multi-family Housing, Project Based Rental Assistance, Low Income Housing Tax Credits, Affordable Housing, and Market Rate properties, supervising the day-to-day operations and budgets of a portfolio of eight (8) Public Housing developments and four (4) multi-facet, Low Income Housing Tax Credit developments, maintaining ongoing effective relationships and partnerships with stakeholders, residents, landlords, Resident Councils, Board of Commissioners, Department of Housing and Urban Development (HUD) staff, City officials and community organizations, participating in organizational decisions, providing advice, guidance, and direction to direct reports, and other work as apparent or assigned.
This position reports to the Executive Director.
Supervision is exercised over assigned department.
PAY: $58,851.00 - $88,276.50 ANNUALLY

• Leads and manages assigned department directors, managers and administrative staff to determine and attain organizational objectives and strategies; provides coaching, advice, guidance, and direction to direct reports.
• Recommends, develops and oversees implementation of operational strategies and systems for the site-based management program, including monitoring performance standards for properties and developing action plans for non-performing properties; plans, directs, coordinates, and controls the work of departmental staff in the housing assistance programs, including resident and landlord relations management activities;
• Ensures compliance with HUD, Virginia Housing Development Authority, and Fair Housing rules governing housing programs.
• Develops and implements effective strategies and systems to ensure compliance with regulatory requirements and RRHA policies; provides technical guidance to the staff regarding property and program management policies and procedures.
• Partners with the Director of Community Support Services, oversees coordination of resident referral activities between property management, HCV, and resident services staff; confers with resident councils or the Joint Resident Council on policy matters; oversees site-based maintenance systems and directs improvements as appropriate; ensures compliance with HUD, VHDA, and Fair Housing rules governing housing programs; ensures that systems are implemented to maintain all housing in safe, decent, and sanitary condition; prepares scope of services for Requests for Proposals (RFP’s) as needed.
• Monitors property and program performance measures and develops action plans for addressing deficiencies; develops and implements effective strategies and systems to ensure compliance with regulatory requirements and RRHA policies; oversees development of site and department operating budgets and monitors financial performance on an ongoing basis.
• Provides direct supervision of property management and housing assistance programs staff, including performance evaluation and professional development plans; oversees site-based maintenance systems and directs improvements as appropriate; participates as member of senior leadership team and management team.
• Maintain on-going and effective liaison/working relations with the VP of Operations, site managers, site-based staff, HCV staff, Resident Services Department, other community organizations. Meets, confers, and negotiates with representatives from federal, state and local agencies concerning public housing needs and projections; promotes effective community partnerships to meet identified needs; develops and provides presentations to community groups, RRHA staff, and
• Prepares and provides timely reports and statistical data on a monthly basis to the Executive Director for use in reporting to the Board of Commissioners and to comply with HUD directives. The incumbent performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Business or Public Administration or closely related field and five (5) years of experience in a progressively responsible management role, public housing asset management or Section 8 management in a public organization, three (3) years of experience in supervision of management staff, three (3) years of experience in budget development and financial management involving substantial resources, significant experience developing operating policies and procedures, or a combination of equivalent education and experience.
Preferred Qualifications
1. Master’s degree
2. Considerable years of Low Income Housing Tax Credits or special needs housing program experience.
3. Relevant property management certifications from nationally-recognized bodies in public or private sector property management.
4. Housing Choice Voucher certifications from nationally-recognized bodies.

Obtains Public Housing Manager or Certified Manager of Property Operations designation within six months of employment and maintains throughout employment.

Valid state identification or driver’s license in the Commonwealth of Virginia.
