Job Duties
Provides accurate, timely, purchasing functions following Virginia Public Procurement Act (VPPA), Department of Public Safety (DPS), Department of General services (DGS), departmental and institutional policies for all purchases. Prepares various procurement documents to include specifications, invitation for bids and requests for proposals. Trains staff on the (eProcurement system) eVA, purchasing requirements, and policies as needed to provide accurate and timely purchasing functions following VPPA, DPS/DGS, departmental and institutional policies for all purchases. Responsible for keeping the Procurement Specialist Sr. and Regional Business Manager aware of potential problems and responsible for resolving problems in a timely manner. Coordinates evaluations of vendor performance. Ensures duties are performed as needed and policies are followed. Responsible for the procurement of quality goods and services and provide procurement guidance for all Department of Corrections end users. Provides guidance and training to end-users on purchasing processes and procedures. Negotiates and manages complex, high dollar contracts.
Minimum Qualifications
High school diploma or GED equivalent. Working knowledge of state and agency policies and procedures for procurement. Ability to evaluate bids, requests for proposals, and purchase orders for goods, services, and equipment. If individual does not have the Virginia Contracting Associate Officer (VCA) certification, the individual will be required to obtain it within one (1) year of being hired as a condition of employment.
Additional Considerations
Working knowledge of computers and be proficient in computer and typing skills. Ability to maintain automated and manual filing system. Must demonstrate the ability to communicate effectively with vendors and agency personnel, to follow oral and written instructions, to resolve complaints, and to maintain proper working relationships. Virginia Contracting Associate (VCA) or higher - Virginia Contracting Officer (VCO) or other related certification.
