Construction Specialist I- $5K Sign-On Bonus Roanoke Redevelopment and Housing Authority Roanoke, VA, USA

General Definition of Work
Performs work inspecting all awarded construction projects for compliance with contract documents and specifications, provides technical assistance to RRHA Maintenance Technicians for heating, electrical and plumbing repairs, rekeying RRHA unit locks and making duplicate unit keys, developing contractor requests for quotation specifications for minor projects, participating in Davis-Bacon payroll field interviews for contractors and sub-contractors, and other work as apparent or assigned.
This position reports to the Vice President of Operations.
Limited supervision is exercised over assigned work group.
PAY: $20.67 - $28.94 PER HOUR
Essential Functions

· Performs technical inspections and monitors construction, renovations, redevelopment activities and similar work at properties owned or managed by RRHA or its affiliates; secures and maintains compliance with project contract documents and code governing building conditions for civil work, plumbing, electrical, building structural, roofing and heating/ventilation systems; inspects properties; assists in developing construction specifications; conducts on-site contractor construction inspections of structural, electrical, plumbing, masonry, concrete, roofing, excavation, demolition, mechanical, painting, plastering, and carpentry work; reviews technical drawings and plans of current building structures and new construction projects; and performs Davis-Bacon payroll interviews with contractors.
· Makes list of necessary repairs in vacant units to develop contractor solicitation quotation specifications.
· Gathers information to assist with modifications to construction and renovation contracts.
· Provides technical advice and assistance to RRHA site management and maintenance staff for necessary repairs and corrections of deficiencies, code compliance and ordering of materials for maintenance.
· Participates in locksmith duties for RRHA, such as rekeying and repairing unit door locks, and making duplicate keys for RRHA units.
· Performs section 50A compliance inspections of RRHA public housing properties.
· Performs inspections related to section 50A reasonable accommodation requests.
Minimum Qualifications
High School Diploma or GED and considerable years of experience in Construction or Building Maintenance, or a combination of equivalent education and experience. Ability to read and comprehend project specifications.
Preferred Qualifications
Technical or college level courses in building construction, civil, electrical, mechanical or structural engineering, or related areas, and/or 7 to 10 years of construction cost estimating, construction project management, commercial and residential building inspections, single or multi-family construction and renovation, licensed contracting, commercial or multi-family building maintenance supervision, code enforcement work experience, knowledge regarding section 50A and ADA building and site requirements.
Special Qualifications
Obtains passing status of Building Code Core training.
Obtains HVAC, Electrical and Mechanical Trade Licenses.
Obtains Blueprint Reading Certificate.
Obtains Residential and Commercial Building Code Certifications.
Obtains certification for HUD’s Public Housing Physical Conditions Standards
Valid driver’s license in the Commonwealth of Virginia.

· Sensory requirements include standard vision requirements, ability to convey detailed or important instructions to others accurately, loudly or quickly and standard hearing requirements.
