Full job description
The Infrastructure Planner will work within our Community & Economic Development department. This position functions as direct support and coordination of GRADD regional water and wastewater infrastructure activities and requires knowledge of the principles and practices of public infrastructure planning and project administration. The specific areas of work concentration will be to provide technical assistance to water/sewer utilities for planning, project development and administration, while serving as an advisor to the regional Water Management Council.
The Community & Economic Development department serves the seven county GRADD region by responding to the needs of the region while planning strategically for the future through the development and administration of projects to increase community development, economic development, rural development, environmental protection, hazard mitigation, infrastructure resiliency, housing, and address planning and zoning needs of our communities.
ESSENTIAL JOB FUNCTIONS
1. Serve as primary liaison between regional water and sewer utilities, local governments, GRADD and the Kentucky Infrastructure Authority, while satisfying the standards within the KIA Annual Contract, including development of water and sewer utility project, facilitating annual utility system visits and project ranking meetings, development, and update of the GRADD Water Management Plan, and serving as advisor to the GRADD Water Management Council.
2. Work with local, state, and federal partners to develop and administer water and sewer infrastructure projects including those involving Economic Development Administration, Community Development Block Grant, Kentucky Infrastructure Authority, Delta Regional Authority, Environmental Protection Agency, and United States Department of Agriculture - Rural Development.
3. Provide technical assistance to water and sewer utilities along with local governments for project planning, development, and administration.
4. Seek out new initiatives and funding/grant opportunities consistent with GRADD’s mission and interests of member cities and counties.
5. Work in a team environment through research and analysis of data to prepare various strategic and long-range plans related to multi-disciplinary regional planning for communities within the GRADD region including water, wastewater and stormwater management and economic development.
