Autonomy & Artificial Intelligence Research, Development, Test & Evaluation (RDT&E) Senior Advisor & Program Manager
The " Autonomy & Artificial Intelligence RDT&E Senior Advisor and Program Manager " will serve as a specialized technical advisor to the government Program Manager. In this role, they will provide government leadership with technical and programmatic recommendations regarding software tools, architectures, technical solutions, and workforce development efforts necessary to establish Autonomy and Artificial Intelligence (AAI) T&E performance metrics, performance measurement methodologies, and the supporting personnel and infrastructure requirements across the DoD Joint Enterprise AAI T&E mission. These technical advisory services will include formulating recommendations for new research & development, design, integration, test, and technical review of AAI T&E software, hardware, and supporting services. A core focus of this position will be working with joint mission and service partners in proactively identifying AAI T&E technology gaps in order to accelerate AAI hardware and software testing in increasingly realistic operational scenarios. The incumbent will work closely with other members of the AAI-Modernization cell to seamlessly review, validate and integrate emerging AAI T&E capabilities into an AAI T&E strategy and corresponding program execution to support the Warfighter. The incumbent will take the strategy and reduce it to practice by directly managing RDT&E investments. The incumbent will focus broadly across the breadth of the AAI T&E problem space, and will have the opportunity to inform and directly manage significant investments that will form the initial operating capability to perform rigorous T&E of Autonomy and AI-enabled systems and systems-of-systems for the DoD. Program coordination and oversight will be on the order of $50M, with specific duties assigned depending on the combination of incumbent technical areas of interest, qualifications, and prior experience.
Responsibilities:
• Work as an integral member of a team tasked with operationalizing AI-enabled systems for the Department of Defense in a manner consistent with National ethics, values, and morals, and in compliance with all applicable laws and regulations.
• Recruit, train, and manage SETA support team members (time size 10-15).
• Provide rigorous technical and programmatic oversight of high visibility and high impact programs.
• Build collaborative and productive partnerships across government, industry, and academia.
• Build consensus around technical solutions and interpret and clarify these solutions to government leaders.
• Brief senior leaders on program strategy and roadmaps, and be able to justify decisions and decision making processes under rigorous scrutiny.
• Keep stakeholders engaged and informed in a fast paced, high pressure environment.
• Transform challenges into opportunities, and carry through to execute solutions.
• Participate on AAI T&E project teams contributing input with regard to technology vision, opportunities, and challenges.
• Participate in the evaluation, selection, and implementation of technology solutions including providing detailed analysis of pros and cons and build vs buy options supporting AAI T&E infrastructure.
• Facilitate project handoffs including preparing documentation, educating, and supporting to ensure smooth transitions (Valley of Death)
Top Skills Needed:
5+ years of experience defining, managing, executing, and growing large, highly technical, and multi-organizational collaborative research, development, and/or technology maturation efforts.
3+ years of prior DoD leadership experience, either as a government employee or contractor with corresponding professional network.
3+ years of experience performing technical hands-on research and/or development of a relevant technology or capability.
Demonstrated experience building lasting and productive collaborations in an emerging technology sector.
Demonstrated ability to recruit and effectively manage geographically distributed and multi-disciplinary teams.

Required Qualifications:
• A post-secondary degree in a relevant technical discipline and associated relevant professional experience. BA/S + 15 years; MA/S + 12 years; PhD/DS + 8 years. Relevant technical disciplines
• Demonstrated proficiency in building collaborative research and development networks across government, industry, and academia.
• Demonstrated ability to generate clear program objectives from scratch while identifying, engaging, and empowering stakeholders.
• Proficiency in consulting, negotiating, communicating, consensus building, presentation, and facilitation of technical capability requirements with mission partners,
• Demonstrated ability to innovate and think beyond established standards and processes,
• Knowledge of and demonstrated experience applying current and emerging technology solutions and trends including security and regulatory government & industry requirements,
• Practical knowledge of project management methodologies,
• Ability to communicate technical information articulately and effectively to a variety of audiences, from highly technical practitioners to non-technical senior leaders.
• Ability to obtain & maintain a Top Secret clearance (requires U.S. citizenship).
Preferred Qualifications:
• A broad understanding of collection, storage, and curation of complex data sets that can be utilized to train, validate and test AI/ML models and algorithms,
• 5+ years of experience designing, developing and deploying production ready Autonomy and, or AI/ML software code for the DOD, and US Federal Government,
• Current Secret clearance, or higher.
