Purpose of Job
The purpose of this job is to ensure compliance with federal regulations in the administration of federal funds (including the Community Development Block Grant, HOME Investment Partnership Program, Continuum of Care, and American Rescue Plan Act grants).  The position is responsible for interpreting, applying and explaining federal regulations and procedures and assisting nonprofit organizations and other sub-recipients under contract with regulatory compliance. The position acts as a liaison with nonprofit organizations to provide information on grant resources, performance measurement, contract compliance, and regulatory compliance.

May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Position available for telework after probationary period.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor’s degree in Social Work, Community Development, Business Administration, Accounting, Public Administration or a related field with three years of experience in public administration, community development, grant administration, economic development or community project management required; or any equivalent combination of education and experience which provides the level of qualifications stated.
Two years supervisory experience required.
Must possess a valid driver's license.
Master’s degree preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Leads the daily operations of the Compliance Division within the Housing and Community Development Department.
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Monitors the activities of subrecipient agencies for compliance with federal regulations and subrecipient contract. Participates in desk monitoring and on-site monitoring of subrecipient organizations.
Drafts departmental policies and procedures.
Provides oversight over the submission of required HUD reports and plans, including (but not limited to): Consolidated Annual Performance and Evaluation Report (CAPER), Federal Funding Accountability and Transparency Act (FFATA), Annual Action Plan (AAP), Consolidated Plan (ConPlan), and Minority Business Enterprise (MBE) report.
Provides oversight over departmental procurement process and assists in the drafting of requests for proposals (RFPs), evaluation of proposals and management of the RFP process.
Drafts agenda items; public hearings and meetings.
Provides oversight over and assists with the subrecipient contracting process.
Reviews and approves reimbursement requests from Housing and Urban Development (HUD)-funded and other funded subrecipient agencies in order to ensure that program expenditures are aligned with goals and are in compliance with applicable regulations.
Reviews and interprets federal regulations and communicates understanding with applicable agencies to insure subrecipient agency programs comply with federal regulations.
Maintains records of accomplishments of agencies for consolidation into the Consolidated Annual Performance and Evaluation Report (CAPER) and quarterly reports.
Serves as departmental contact and provides technical assistance to subrecipient agencies, CHDOs, CBDOs, and contracted agencies in implementing their programs and abiding by government regulations.
Consults and coordinates subrecipient agency projects with other departments; prepares and presents reports on the activities of sub recipient agencies to local, state, and federal agencies; prepares reports for inter-office use.
Evaluates the effectiveness of programs and individual projects; prepares periodic status reports.
Analyzes a variety of socio-economic data to assess the needs of the community.
Oversees the risk assessment process for funding applicants and subrecipient organizations.
Oversees departmental financial responsibilities, including: maintaining current and accurate balance of accounts; analyzing accounts for the type and accuracy of transactions and preparing journal entries to keep accurate track of monies received and expended; charging back staff time to appropriate funds to ensure administrative time is properly documented.
Provides oversight over grant account transactions and request reimbursements from federal and state agencies; maintains a schedule of all federal and state grants so that the government can apply for grants and continue to receive outside funding.
Provides oversight over departmental environmental reviews to ensure compliance with federal regulations.
Provides oversight over departmental Integrated Disbursement and Information System (IDIS) responsibilities, including: activity set-up, activity close-out, performance reporting, drawdowns, and drafting of AAP/ConPlan/CAPER in IDIS.
Assists with Housing Quality Standards (HQS) inspections of HOME and CoC-funded units.
Oversees the process of the tracking and monitoring of units with long-term affordability requirements.
Oversees grant compliance: identifies and evaluates monitoring procedures; assists with the application process for federal and state funding and oversees grant-funding processes; and works to develop policies and procedures to govern grants and grant-funded programs; and oversees implementation and execution of grant-funded projects.
Participates in the development of department budget: reviews previous year's expenditures, and determines budgetary needs for staffing, supplies, equipment, services, and/or capital improvements; confers with Director to monitor expenditures for budget compliance; and approves program expenditures prior to submission for payment.
Performs and supervises site visits for the most complex funded programs to ensure compliance with grant requirements to avoid HUD findings and concerns.
Performs other duties as required.
Knowledge, Skills and Abilities
Knowledge of federal regulations governing the Community Development Block Grant Program, HOME Investment Partnerships Program, Continuum of Care Program, American Rescue Plan Act (ARPA) Program, and other funding sources managed by the Housing and Community Development Program.
Knowledge of the policies, procedures, and activities of the Housing and Community Development Department.
Knowledge of the terminology used within the department.
Knowledge of theory and practice of affordable housing and community development, current trends in the development of public-private partnerships, statistical analysis techniques, accounting and budget analysis, local policies and procedures and methods as required in the performance of duties.
Skills in interpreting contract language, performing moderately complex mathematical computations and statistical analysis.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively through verbal and written communication with supervisors and other staff members.
Ability to deliver presentations to a wide variety of stakeholders, including: HCD staff, ACCGov departments, community members, nonprofit organizations, and elected officials.
Ability to use independent judgment in routine and non-routine situations. Ability to handle required math calculations.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
Ability to plan, organize and/or prioritize daily assignments and work activities.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers, calculators, scanners, and other office equipment.
