Purpose of Job
The purpose of this job is to oversee the secure administration of audio visual court programs, products, and operations of the Athens-Clarke County Courts and related court agencies. The position reports to the Court Administrator, coordinates closely with the IT Department and Public Information Office, and is responsible for overseeing the day-to day operation and implementation of a technology strategy and training that improves operational efficiency for courthouse users.
Job Related Requirements
WORK SCHEDULE: Monday - Friday 8am - 5pm and may be required to work occasionally on other evenings or weekends.  May also work during emergency situations.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in management information systems, information technology, digital media, cybersecurity, computer science, audio visual technology or a closely related field with four years of experience in management information systems, information technology, digital media, cybersecurity, computer science, audio visual or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Recommending and implementing a courtroom technology strategy for all classes of court that provides first-rate audio/visual services, including evidence presentation systems, court reporter recording, remote video capability, hearing impaired services, and livestreaming.
Implementing technology policies and procedures established by the judges and county officials, offering recommendations for improving access and efficiency.
Monitoring installation plans and integration of new systems, including contacting hardware/software vendors and technical representatives.
Training users in the judiciary’s various technology solutions.
Maintaining and controlling hardware and software functions related to all court agencies and departments, including the courts, Clerk of Courts, District Attorney, Solicitor General, Treatment Services, , Probation Services, Law Library, and Court Services.
Establishing and maintaining effective communication with a variety of court and county personnel, including judges, prosecutors, public defenders, and department heads.
Establishing and maintaining effective communication with external entities and vendors, including but not limited to the Georgia Clerks Authority, the Georgia Crime Information Center, the Department of Driver Services, the Administrative Office of the Courts, local and state law enforcement.
Sets up broadcasting of live court proceedings, and updates and monitors online streaming sites and accounts.
Manages the content on the ACC website, and works with courthouse personnel to make necessary updates.
Planning, training, and ensuring compliance with applicable laws and court orders.
Reviewing, approving, and preparing requirements for hardware, software and computer supply purchases, assisting in the development of bid specification requests for proposals.
Serving as a visionary and driving innovation to enhance operational and organizational effectiveness within a prescribed budget.
Providing technical or conceptual advice on systems analysis, systems and applications programming and hardware operations
Managing the implementation of enterprise applications that are procured by the counties and/or the courts.
Performing hardware maintenance and troubleshooting.
Attending regular Court Administration meetings.
Knowledge, Skills, and Abilities
Knowledge of industry-accepted computer standards, procedures and related equipment.
Knowledge of information security practices and risk management.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to perform effectively under pressure and meet deadlines.
Knowledge of principles and practices of Court processes and procedures, legal terminology, laws, rules, and regulations governing court operations preferred.
Ability to multitask while managing multiple issues and projects in an organized and professional manner.
Knowledge of the terminology used in the field of public relations.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
Ability to plan, organize, and/or prioritize daily assignments and work activities.

Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of weight (minimal 15 pounds).
Knowledge of court and government policy-making processes and the interrelationship among court and government decision-makers.
Skills in using computers and applicable software applications.
Skills in long range planning.
Skills in communication and interpersonal relationships as applied to interaction with coworkers, supervisors, elected officials and the general public sufficient to exchange or convey information and to receive work direction.
Supplemental Information ( ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM E SSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS :  Must be physically able to operate a variety of machinery and equipment including a computer, typewriter, copier, fax, camera, tape recorder, and calculator. Must be able to use body members to work, move, or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds force frequently. Physical demand requirements are at levels of those for light work.
DATA CONCEPTION :  Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
INTERPERSONAL COMMUNICATION :  Requires the ability to hear, speak and/or signal people to convey or exchange information.  Includes giving assignments and/or directions to co-workers or assistants.
LANGUAGE ABILITY :  Requires the ability to read a variety of reports, invoices, orders, and informational documentation, directions, instructions, and methods and procedures.  Requires the ability to prepare jury trial, jail call and daily court calendars, jail information records, payrolls, and criminal cases pending reports, using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence.
INTELLIGENCE :  Requires the ability to learn and understand basic principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgments in the absence of management.
VERBAL APTITUDE :  Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently.
NUMERICAL APTITUDE :  Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize and determine percentages.
FORM/SPATIAL APTITUDE :  Requires the ability to inspect items for proper length, width, and shape, visually with office equipment (e.g., rulers, yardsticks, etc.).
MOTOR COORDINATION :  Requires the ability to coordinate hands, fingers, and eyes accurately in using computers, fax machines, typewriters, and other office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY :  Requires the ability to handle a variety of items such as computers, fax machines, and other office equipment.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION :  Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT :  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
