Description General Statement of Job
Oversees the technical and administrative inspection and plan review functions of the Building division.
City Expectations:
Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.
Duties & Responsibilities Specific Duties and Responsibilities
Essential Functions:
• Supervises and coordinates the daily operations and activities of department staff pertaining to building inspections and plans review.
• Examines and modifies plans and applications submitted for structures, signs or utilities to ensure conformance with codes and ordinances, appropriate construction practices, safety and structural soundness.
• Assists building inspectors in reviewing plans, interpreting codes, and resolving technical and administrative problems.
• Recommends or determines policies and procedures in assigned area of responsibility.
• Inspects construction projects for compliance with approved plans and applicable Federal, State and City codes.
• Accurately and legibly completes and maintains records, reports, forms, and other required documentation.
• Safely and efficiently drives and operates city vehicles as required. Transports supplies, tools, or other material to and from job site.
• Responsible for staying current will all governing regulations and compliance requirements.
• Recommends hiring, transfer, suspension, promotion, discharge, discipline and evaluation of employees in assigned area of responsibility.
• Carries out the duties and responsibilities of the Building & Code Enforcement Director as required.
Responsibilities :
Responsible for review and approval of plans and inspections for construction within the City limits, assisting contractors and property owners, and monitoring the work of inspectors. Responsible in work to the Building Official.
Minimum Qualifications Minimum Education and Training
Ten (10) years’ experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor or construction superintendent, including five (5) years in a supervisory position. Must have applied with the Florida DBPR for Building Code Administrator and have the ability to obtain the FL BCA license within eighteen (18) months from date of hire. Florida Building Code Administrator and Florida Building Plans Examiner preferred.
OR
A combination of post-secondary education in the field of construction or related field (no more than five (5) years being applied) and experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor or construction superintendent; which totals ten (10) years, with at least five (5) years in a supervisory position. Must have applied with the Florida DBPR for Building Code Administrator and have the ability to obtain the FL BCA license within eighteen (18) months from date of hire. Florida Building Code Administrator and Florida Building Plans Examiner preferred.
Minimum Qualifications and Standards Required
Skill Requirements :
Extensive knowledge of construction regulations, ordinances, codes and all aspects of building inspection principles and practices including electrical, plumbing, air conditioning and fire safety. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Capable of examining plans for conformance with codes and ordinances. Ability to conduct inspections of construction sites for new buildings, additions, manufactured home installations, swimming pools, boat lifts, etc. Awareness of occupational hazards and safety precautions. Capable of prioritizing and completing multiple tasks in a fast-paced environment, handle the pressure of deadlines and deal with difficult people with courtesy and self-control. Ability to render consistent and accurate interpretations of codes and regulations and to communicate same to contractors and affected property owners. Must be able to establish and maintain effective working relationships with supervisors, co-workers, government officials, contractors and the general public. Possess a valid Florida Driver’s license, free of any serious violations.
Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department.
Physical Requirements :
Ability to sit, stand, climb, bend, kneel, stoop, reach, push, pull and lift. Ability to walk on rough ground (sand, woods, overgrown areas) and work both indoors and outdoors. Must have good vision with or without corrective lenses. Reasonable accommodation will be considered for individuals with physical disabilities.
Supplemental Information Working Conditions :
Work is performed both indoors in an office environment and outdoors in construction and building sites. May be required to work outside during inclement weather with exposure to the elements.
