Salary Information
$21.19/Hr at Step 1 to $32.01/Hr at Step 20. Depending on qualifications. Job Duties
Perform analysis for the production of values including, Property Valuation Division Guide values, oil and gas lease values, irrigated land values, agricultural land market values, trend studies, ration studies, and index studies. May be required to compile appraisals on individual properties for appeal purposes. May assist in performing final review in preparation for the mailing of change of value notices. May represent jurisdiction as required in all levels of appeal, i.e., informal, small claims, State Board of Tax Appeals, and upper judicial levels. Produce reports in response to public inquiry. Will meet with taxpayers and taxpayer representatives for the purpose of answering questions, verifying data, and generally informing the public as to the purpose and function of the County Appraiser"s Office. At the direction of the County Appraiser, may conduct public meetings or speak to civic organizations for the above stated purpose. Has responsibility for relaying data to Property Valuation Division of the State Department of Revenue regarding compliance inquiries. Responsible for appealing ratio study sales to the Property Valuation Division when required. Minimum Qualifications
Must have a High School diploma or the equivalent.
Must have a comprehensive background covering all phases of appraisal including all three (3) approaches to value: cost, market, and income.
Must be knowledgeable of Kansas Statutes relating to property taxation or had extensive experience with similar statutes in other States.
Must have extensive experience in Real Estate with an emphasis in mass appraisal. A combination of Real Estate experience and a Bachelor's degree in Business Administration may be considered as a substitute for this requirement.
Must successfully complete the following courses:
International Association of Assessing Officers (IAAO) Course 101 "Fundamentals of RealProperty Appraisal".
IAAO Course 102 "Income Approach to Valuation".
IAAO Course 300 "Mass Appraisal of Residential Property".
IAAO Course 400 "Assessment Administration".
Registered Mass Appraiser designation from the Kansas Department of Revenue is preferred.
Must possess a valid Driver"s License, provide own transportation, and will be reimbursed mileage expenses per County policy.
Physical Requirements
Determined Work Level: Level 3 - Medium Work Exerting 20 to 50 pounds of force occasionally, and/or up to 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly. Must have fine and gross manual dexterity required to operate computer and telephone. Ability to communicate ideas by means of the spoken word when meeting with taxpayers and taxpayer"s representatives. Must be able to see at least 20 feet in order to conduct field appraisals. Ability to climb ladders, stairs, scaffolding, ramps and the like, using feet and legs and/or hands and arms is required when conducting field appraisals. Must possess eye/hand/foot coordination sufficient to drive vehicle to appraisal sites.
