A non-union position under the general direction of the Public Services Director, the Public Works Manager plans, coordinates, directs, and monitors the operations of the Public Works Division. The Public Works Manager is responsible for assigning and directing work, setting quality standards for work to be performed, monitoring and evaluating performance, inspecting, and reviewing the work of assigned personnel, in-service training of personnel, monitoring safety conditions, and customer service. Responsible for the administration, general supervision, operations, and short- and long-term planning for the City's Streets, Trails, Parks, and Stormwater systems.

Essential Functions of the Job:
• Delegates work and coordinates schedules of employees.
• Monitors and evaluates employee performance and conducts employee evaluations.
• Assists and makes recommendations in employee hiring, promotion, and compensation to the Public Services Director.
• Provides training, development, and work evaluation of division staff.
• Monitors and approves subordinate timecards, vacations, sick leave, etc.
• Supervises and performs the operations of the Public Works Division.
• Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the division.
• Anticipates and communicates public interest and concerns about the City and Public Works Division.
• Contributes to the overall quality of the division's level of service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs.
• Prepares and directs the preparation of various written correspondence, reports, procedures, ordinances, and other materials related to division activities and for boards and commissions.
• Recommends Capital Improvement Plans and Capital Equipment Plans for the division.
• Establishes division quality standards and monitors for compliance.
• Provides technical expertise and problem solving for all division operations.
• Coordinates services of division with all department/division/section customers.
• Participates as a member of various inter-departmental and cross-functional teams and committees as required/assigned.
• Performs oversight and coordination of division/section contractual maintenance and capital projects.
• Conducts and oversees weekly, monthly, and annual inspections of assigned facilities and/or vehicles/equipment and assists in preparation of annual condition reports.
• Investigates and evaluates any division service level complaints and develops and recommends corrective actions if necessary.
• Prepares and administers the division's budget, including determining staffing and operational needs and makes budget recommendations to the Public Services Director.
• Reviews, monitors, and approves division expenditures.
• Coordinates and processes requisitions for needed materials and equipment and obtains bids and estimates on work to be contracted.
• Makes recommendations regarding various state aid and grant funding.
• Works with the Public Services Director to establish policies and procedures in order to best utilize the resources available within the Public Services Department.
• Attends regularly scheduled work hours and outside regular hours as necessary.
• Effectively and respectfully communicates and interacts with other employees, supervisors, individuals from other organizations, and citizen customers, including making public presentations as required.
• Performs the physical and mental demands of the position.
• Actively participates in the decision-making process supporting City goals and objectives.
• Performs other related functions as assigned or apparent to achieve the goals and objectives of the Public Works Division.
Equipment Used:
This position uses equipment including, but not limited to: hand tools, mechanic tools, computers, telephone, copy machines, calculators, fax machine, mobile radios, motor vehicles, and light to heavy equipment.
Requirements
Required Knowledge and Abilities:
• Knowledge of proper and safe use and maintenance of any assigned City vehicle, equipment, property, etc.
• Ability to observe and practice safe work habits.
• Ability to provide excellent customer service to city staff, the public and others.
• Ability to attend and maintain all division training and safety requirements to be legal, safe, and compliant with laws and regulations.
• Ability to effectively coordinate activities with other public works staff. Actively participates in and promotes all Public Services activities, duties, meetings, training sessions, etc. as a team member.
• Ability to assist city departments, divisions, and outside agencies as directed. Functions as a team member with all city employees, and effectively interacts with all levels of City personnel.
• Ability to represent the department to civic and other organizations, including a positive promotion of department.
• Ability to maintain a high level of confidentiality and comply with all legal requirements of the job. Adheres to all city and public works policies, procedures, and requirements.
• Ability to follow and disseminate all orders and instructions of the Public Services Director.
Minimum Qualifications:
• High School diploma or equivalent.
• Five (5) years' experience associated with public works, streets, park systems, operations, and stormwater systems.
• A minimum of two (2) years of supervisory experience.
• MN Tree Inspector Certification of ability to obtain within 1 year
Preferred Qualifications:
• Associate degree or bachelor's degree with major coursework in parks, recreation, public administration, or related field.
• Three to five years of progressively responsible experience in the construction, repair, and maintenance of streets, parks, and stormwater systems.
• Experience in sports field management, turf management, pesticide application and integrated pest management, landscape design, and installation and maintenance of outdoor areas including shelter buildings, trails, sports fields, and open spaces.
• Work experience as a forester or similar role, knowledge of forested lands and ecosystems.
• An excellent driving record.
Conditions of Employment:
• Must possess a valid Class B Minnesota Commercial Driver's License (CDL) with Airbrake & Tanker endorsement, or the ability to possess one within 60 days of employment.
• Must satisfactorily pass a criminal background examination.
• Must comply with organizational and departmental policies.
Work Schedule:
The typical work hours for this position are 7:00am - 4:00pm, Monday - Thursday and 7:00am - 1:00pm Friday. Evening, weekend, and additional hours may be required as assigned and/or needed.

This position requires the employee to work alone, with others, around others and have contact with the public. This position will work inside, outside in confined spaces, on uneven ground and underground and be exposed to dust, dirt, fumes, gases chemicals, moving objects, heat, extreme heat, cold, extreme cold, wetness, humidity, and marked changes in temperature or humidity. Activities that will occur continuously, more than 7 hours, are: verbal communication, concentration, time management, carrying up to 24 pounds. Activities that occur frequently, 4 to 7 hours are: interpersonal skills, sitting; standing; bending/stooping; use of the right foot for repetitive movement; talking; hearing; seeing with far vision, depth perception, accommodation, color vision, and field of vision; smelling. This position frequently lifts or moves up to 100 pounds. Activities that occur occasionally, 1 to 3 hours are: organizational skills, walking; squatting; twisting, climbing staircases; reach at shoulder level with the right, left and both shoulders at the same time; reaching below shoulder level with the right, left, and both shoulders at the same time; handling; seeing with near vision. Activities that occur infrequently, up to 60 minutes, are: problem solving, analytical ability, creativity, crouching; pushing; pulling; climbing heights; reaching above shoulder level with the right, left and both shoulders at the same time; fine manipulating; sense of touch and use of both feet at the same time for repetitive movements. This position infrequently lifts or moves up to 175 or more pounds. This position will require the ability to drive an automobile.
