SUMMARY:
The MPRB is looking for a skilled Compensation and Job Classification Analyst to perform specialized Human Resources functions related to MPRB job classification and compensation programs including, but not limited to, reviewing and maintaining job descriptions, monitoring and making recommendations on pay practices and compensation levels based on specified salary schedules, preparation and interpretation of standardized HRIS and Excel analytical reports, responding to employee inquiries and completing special projects as assigned.
Employee will be eligible to request a teleworking arrangement (up to two days per week of remote work) after 6 months of continuous regular employment and a satisfactory performance record.
What You'll Do
• Responsible to administer and maintain job classifications and compensation plans according to salary schedules across the MPRB in accordance with policy, guidelines, and civil service rules.
• Process reclassification requests and coordinate all steps of the process from initial intake of job analysis questionnaire to meeting with employees and managers to preparing required written documentation, updating files and communicating outcomes based on established point factor system and policies/procedures.
• Help develop and/or update job classification policies and procedures so as to maintain accurate job specifications and set consistent standards of training and experience and/or equivalencies for comparable levels of jobs within the organization.
• Travel to work locations to observe or shadow employees in their jobs or to attend meetings with employees and/or managers regarding job classifications.
• Provide accurate and comprehensive written documentation of job classification changes to involved parties.
• Maintain an accurate database of job descriptions and classification reports including timely updates to any public facing website (i.e. NEOGOV).
• Develop, revise and maintain job descriptions including a maintenance plan to audit or re-evaluate jobs on a periodic basis according to policy direction.
• Represent the MPRB in appeals of classification decisions before the Civil Service Commission or in union discussions when required.
• Provide background and assist the HR Generalists with evaluation of employee work history to help determine appropriate salary placement and experience credit for new hires and existing employees based on union contracts and MPRB policies/procedures.
• Provide background, review union contracts, and assist the HR Generalists with maintenance and/or calculation of salaries, pay adjustments, rehires, promotions, demotions, and transfers.
• Utilize HRIS system to research, run reports, analyze, and compile information on compensation to align with industry standards, job markets and ensure internal parity of compensation levels across MPRB departments as much as possible.
• Support labor negotiations by providing accurate classification and compensation data and analysis as needed.
• Annually review and make recommendations on provisional employee wage schedules for consideration in the budget cycle.
• Provide assistance during budget process to managers and/or Finance seeking information on new positions and compensation estimates.
What To Bring
Need to Have:
• Bachelor's Degree in Human Resources Management, Business Administration, Public Administration or a related field.
• Experience performing related work including job classifications, job description development and assigning compensation: minimum of three (3) years.
• Experience utilizing human resource information systems (PeopleSoft preferred): minimum of two (2) years.
• An equivalent combination of education and experience closely related to the duties of the position may be considered.
Nice to Have:
• CCP (Certified Compensation Professional) preferred.
• Related government and /or union experience preferred.

Health insurance
Eligibility for benefits begins the first of the month following employment date. The MPRB offers eligible employees with a choice of six provider networks, allowing you to select the best option for you. Available plans include Medica Choice Passport, Medica Elect, VantagePlus with Medica, Park Nicollet First with Medica, Ridgeview Community Network powered by Medica, and Clear Value with Medica.
Enhanced mental health services
MPRB employees and their family members covered by MPRB's medical plan will each have access to up to 20 visits for mental health services covered at 100%. The enhanced mental health benefits will include the first 10 office visits, including evaluations and diagnostic and treatment services, and 10 intensive outpatient program visits per year per person with an in-network or out-of-network provider at no charge. After the 20 visits, regular plan benefits and coverage will apply.

LEARNING AND DEVELOPMENT
Tuition Reimbursement
The Tuition Reimbursement Program allows employees who take courses for credit and approved in advance which have a direct relationship to their job or which provide advancement opportunities within the MPRB, to request tuition reimbursement upon successful completion of coursework and proof of payment. This program is only available for reimbursement of tuition for course credit at accredited educational institutions. Eligible employees can receive up to $5,250 in reimbursement each calendar year.
Public Service Loan Forgiveness (PSLF) Program
The MPRB is a qualifying employer in the Public Service Loan Forgiveness (PSLF) Program. The PSLF Program forgives the remaining balance on your Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer.
