Role Overview
Performs intermediate to advanced professional and administrative work managing the Victim-Witness Program, developing and implementing program policies and procedures, and managing the program grant budget, funds, and expenditures. Provides services and support to victims and witnesses for the purpose of alleviating crime-related trauma and encouraging cooperation with and participation in the criminal justice system. Work is performed under the supervision of the Orange County Sheriff’s Office.
Role Description
• Plans, administers, and manages the functions of the Victim-Witness Program; develops and plans program operations and services within available budget; prepares informational materials describing program services and resources.
• Provides assistance and support to victims and witnesses of crimes, including crisis intervention, emergency assistance, advocacy, and agency referrals; ensures clients receive entitled benefits in accordance with the Victim and Witness Rights Act and the guidelines of the Department of Criminal Justice Services.
• Informs victims and witnesses of the rights and services available to them, along with how to access those services; composes correspondence and prepares information packets for victims and witnesses; reviews calls for service.
• Assists in filing claims with the Virginia Victim’s Fund; advises and assists with victim impact statements; provides guidance relative to restitution and the return of property to victims; accompanies victims in the process of obtaining protective orders, warrants, and forensic examinations, as needed.
• Develops, prepares, and submits grant application for program budget award; collects and maintains data related to clients and services provided to satisfy grant requirements; prepares and submits quarterly statistical reports.
• Allocates program resources; ensures all special conditions are met; monitors and approves program expenditures.
• Schedules appointments with victims and witnesses, along with investigators and Commonwealth's Attorney staff; serves as liaison between victims, witnesses, and the criminal justice system.
• Reviews court dockets; plans and coordinates courtroom assistance and support; informs victims of legal proceedings; prepares victims and witnesses for participation in legal proceedings; accompanies victims and witnesses during legal proceedings; maintains contact throughout legal proceedings; provides information concerning final case disposition.
• Prepares and submits requests for payment of medical expenses for victims of crime; compiles and submits invoices to the Supreme Court for payment of charges related to forensic evidence collection; monitors requests for reimbursement of medical expenses and forensic evidence collection.
• Develops and maintains relationships with other victim service providers and professionals; develops, reviews, and revises cooperative agreements with other professionals; researches and maintains a current database of resources, materials, and agencies that can provide assistance or services to victims.
• Attends training to ensure compliance with legal, procedural, and professional standards of the program; researches and studies in order to maintain up-to-date knowledge of issues and trends in the area of victim assistance.
• Generates public awareness of the program and promotes the rights of victims; offers information to local agencies, civic groups, businesses, religious organizations, and the like, regarding victimology, victims’ rights, and services.
• Performs related tasks, as required.
Knowledge, Skills, and Abilities
Thorough knowledge of interviewing techniques and human behavior; thorough knowledge of the practices and techniques involved in counseling and crisis intervention; thorough knowledge of the criminal justice system; general knowledge of relevant community resources; ability to manage caseload; ability to communicate effectively, both orally and in writing; ability to prepare concise reports; ability to accurately maintain complex files and records; ability to exercise sound professional judgment; ability to make independent decisions in accordance with established policies and procedures; ability to maintain confidentiality; ability to efficiently operate standard office equipment, including multi-line telephone, copier, computer, and various software; ability to establish and maintain effective working relationships with colleagues, law enforcement officials, courtroom officials, victims of crime, witnesses, elected officials, and the public.
Education and Experience
Bachelor's Degree from an accredited college or university in Criminal Justice, Psychology, Social Work, or related field. Experience working in or with a court system preferred. Other equivalent education and work experience may be considered in meeting the minimum education and experience requirements.
Physical Requirements
This work requires light to moderate physical effort with frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently standing and walking, and occasionally requires using hands to finger, handle, or feel, repetitive motions, and reaching with hands and arms; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed information to others; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating office machines, and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally performed in a moderately noisy location (e.g. business office, personal computers, printers, person-to-person communication, light traffic, etc.).
Special Requirements
• Possession of valid driver's license in the Commonwealth of Virginia with an acceptable driving record.
• Subject to pre-employment criminal background check.
