If you are looking to expand your HR knowledge for a promotional opportunity in the future, this rotation opportunity would be a great benefit to you!As a Human Resource Analyst 3 (HR Manager), this position provides and manages employee relations services and processes for one or more institutions or divisions. You will provide consultation and coaching to department managers on topics including hiring, placement, investigations, discipline, and performance management to equip them with the tools, processes, and innovative people practices they need to help them achieve their business plans and goals.This position exists within the Employee Relations team, which consists of eleven HRA3's as Institution HR Managers throughout the state. The Employee Relations team is part of the Employee Services division, which also includes the Recruitment, Classification and Compensation, Payroll, HR Investigations, and Labor Relations teams. You will interact with employees, management, labor unions, and other stakeholders in the course of your work and will often have to collaborate between multiple parties. You will work with collective bargaining agreements, state laws and policies, and federal acts including FMLA, ADA, and FLSA.Successful candidates must possess the collaboration skills required to work effectively with the institution management teams, staff, labor unions, and community and private-sector partners. This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies. Regular attendance is an essential function required to meet the demands of this job and to provide necessary services.Our MissionDOC's mission is to promote public safety by holding offenders accountable for their actions and reducing the risk of future criminal behavior.What are the working conditions? This position will work a hybrid schedule of in-office and remote work. This position will be based at DOC Headquarters in Salem, OR. Some travel between institutions and administrative offices. Occasional overnight travel may be required. Incumbent must have a valid driver's license or acceptable alternate means of transportation.Routine, direct contact with Adults in Custody (AIC) is required. This employee may work inside a secure, adult correctional facility and must incorporate practices to ensure the safety of staff and AICs. Must remain constantly alert and work unarmed in the midst of AICs. There is an inherent responsibility to support correctional security staff during periods of unrest. The incumbent of this position is subject to callback in the event of an emergency or work stoppage and is subject to assignment in any area of the institution. Possible encounters with abusive and/or hostile Adults in Custody (AICs) pose the risk of physical injury.What are the Qualifications?Your Workday application will be reviewed to ensure that you have at least:A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; ORA Master's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position; ORValid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; ORSix years Human Resource experience related to the position. Four of the six years must have been at the professional level; ORValid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, and five year of human resource professional-level experience.The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.You must be a current State of Oregon employee, Oregon Corrections Enterprise, or Board of Parole in a permanent, seasonal, or limited duration position to be eligible for this position (temporary employees and contract employees are not eligible).
