In this role, you will manage the classification structure for the agency, review and complete position reviews and partner with executive management to meet agency needs in organizational structure and classifications. You must apply through your employee Workday profile.A day in the life:Manage the organizational and classification structure for the agency - we support approximately 4,700 employees.Explain classification decisions to agency staff, executive leadership and unions.Allocate positions and oversee appeal processes and respond to grievances.Implement agency wide classification practices and procedures.Conduct market analysis and stay informed of industry trends for occupations in the agency.Participate or lead multi-agency committees and work groups such as studies and Statewide Central Evaluation Team.Develop and conduct training and provide advice to ensure compliance with collective bargaining agreements, rules and policies and elements of sound personnel and position management practices.Advise executive leadership and management on a variety of compensation topics such as pay equity, salary administration, lead work, work out of class or other differentials.Provide specialized expertise on position management laws, policy and union contracts.Participate in collective bargaining concept development, bargaining sessions and legislative activities.Conduct job reviews for all classifications within the department and assist as requested for other agencies including Department of Administrative Services (DAS).Work in an office environment with hybrid work options available - travel and use of a state vehicle is required.Must complete ODOT's defensive driving course within six months of hire.To request a copy of the position description, which includes all duties and working conditions, please email

Four of the six years must have been at the professional-level.ORA bachelor's degree in human resource management, organizational behavior or development, business or public administration, the applied behavioral sciences, industrial relations or a job-related course of study determined by the appointing authority; and three years of human resource professional-level experience related to the position.ORValid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years human resource professional-level experience related to the position.Note:A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.Driving is an essential function of this position.
