Description Assists in the overall functions and operations of the office of the Commissioner of the Revenue. Serves as liaison to other local offices, state and federal agencies as related to the Commissioner of the Revenue. Acts as the Commissioner in the absence of the Commissioner. Bachelor's degree from four-year college or university with major in business, accounting, finance or other related field; three to five years related experience and/or training in state and city tax work and effective customer service; or equivalent combination of education and experience.

Summary: Assists in the overall functions and operations of the office of the Commissioner of the Revenue.
Essential Duties and Responsibilities:
Assists in the daily operation and function of the office of Commissioner of the Revenue.
Assists in the long-term planning of office goals.
With the Commissioner of the Revenue, prepares and monitors departmental budget.
With the Commissioner of the Revenue, researches state code, administrative code, and local code to ensure office compliance with laws as they are updated.
With the Commissioner of the Revenue, reviews tax classifications.
With the Commissioner of the Revenue, reviews appeals submitted by taxpayers.
Oversees and coordinates the Career Development Program for staff members enrolled in the Career Development Program.
Ensures the proper training of staff.
Audits business personal property tax returns.
Issues and audits business licenses.
Audits local tax returns filed through the Commissioner of the Revenue, including, but not limited to, food and beverage tax and transient occupancy tax, tangible property tax, and business license tax.
Prepares and audits Virginia State Income Tax returns.
Prepares and files Bank Franchise Tax.
Conducts research as needed on essential functions connected to the office’s operations.
Oversees tax programs administered within the office of Commissioner of the Revenue.
Makes recommendations to the Commissioner of the Revenue on staffing requirements and operational improvements.
Assists taxpayers with inquiries and forms.
Maintains and administers security of state systems.
Maintains and administers department payroll.
Drafts and prepares correspondence.
Approves purchase orders and payment vouchers.
Prepares daily and monthly reports.
Assists with and directs departmental projects as assigned.
Serves as a liaison to other local offices, and state and federal agencies as related to the Commissioner of the Revenue.
Working with appropriate staff, initiates court action on behalf of the city.
Acts as Commissioner of the Revenue in the absence of the Commissioner.
Other duties as assigned by the Commissioner of the Revenue.
Supervisory Responsibilities
The Chief Deputy Commissioner of the Revenue oversees 18 team members in 4 business sections: business tax center, personal property taxation, state income tax and tax relief programs, and information systems and management. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, training employees; planning, assigning, and directing work; appraising
performance; addressing complaints and resolving problems. The Chief Deputy Commissioner will primarily supervise Tax Compliance Auditors and any team members not supervised by a Tax Compliance Auditor.

Education and/or Experience: Bachelor's degree from four-year college or university with major in business, accounting, finance or other related field; three to five years related experience and/or training in state and city tax work and effective customer service; or equivalent combination of education and experience and prior supervisory experience.

Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions in mathematical or diagram form and deal with several abstract and concrete variables.
