The primary purpose of this position is to advise the Self-Sufficiency Director's Office on policy development and implementation with an emphasis on federal financial policy. This position will lead the examination, complex analysis, development and implementation of agency-wide systems, policy, strategy and best practice in support of the agency's compliance with federal regulations and reimbursement, as they interact with and crossover with Self-Sufficiency programs and services. This position is responsible for driving large-scale project management and change management based on the fiscal policy analysis and advisement, and for providing timely, effective and strategic communication for these activities. ,,946205490#What you need to qualify / Minimum qualifications:A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work; OR,Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.You must clearly show that you meet the minimum qualifications in your application or resume to be considered for an interview. The ability to report to Salem may be required on occasion when training, business or operational needs are dependent on onsite activities.Requires frequent use of a PC, which includes repetitious hand movement.Works with people and office equipment with frequent interruptions and distractions.Requires working with a wide variety of people, interpersonal contacts and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.Some travel may be required.Works with a variety of internal and external customers including federal, state and local government agencies, community advocacy and stakeholder groups, ODHS managers and staff, elected officials and the general public.Regular and consistent attendance is essential.Summary of duties:Policy Examination, Analysis, Advice, and Implementation:In collaboration with agency partners and stakeholders, conduct complex analyses of gaps in human services systems, policies, programs, and practices to strategize for the advancement of Oregon's human services and federal reimbursements.Prepare and present information and updates on various policies, strategies and initiatives to the SSP Director's office and agency executive leadership, as well as boards, commissions, and other stakeholder groups.Examine emerging policy issues, service innovations and trends related to human services within designated areas of expertise such as children's system of care, child welfare, poverty alleviation, mental and behavioral health, disability, aging, substance use, homelessness, employment, asset development, place-based initiatives, prevention, systems change, equity and inclusion and others. Emphasis will be on federal compliance, funding and agency wide implementation.Partnership and Communications:Plan, direct and develop strategic communications to inform staff, partner agencies and all other stakeholders regarding agency initiatives and policy priorities, including the Governor's Office Policy Advisors and the legislature.Facilitate collaboration in developing policy initiatives by building consensus across internal and external stakeholder groups. Support and emphasize the inclusion of consumer voice in all ODHS partnership, engagement and collaboration efforts using an equity and inclusion lens to elevate the perspectives of marginalized, underserved and disproportionately impacted groups.Attend and represent ODHS at various conferences, work groups, taskforces and committees including local, statewide or national events that develop policies, procedures and strategic plans. Actively foster partnerships, collaborative relationships and mutual support for groups throughout the human services sector.Change and Project Management:Act in a project management capacity to support the initiation, planning, execution, monitoring and controlling of critical agency initiatives at the direction of the SSP Director's Office. This includes defining project scope, securing resources, conducting procurements, identifying and mitigating risks, engaging stakeholder and managing/monitoring project work.Implement the key elements of project and change management.
