This position has been approved for full telework or hybrid.This position resides in the Office of Research, Data, and Decision Support (RDDS) within the Office of the Inspector General (OIG). RDDS uses data analytics and business intelligence methods to assist the department with making informed decisions by examining collected data and identifying new opportunities to support ODOC's mission.RDDS is responsible for planning, research, and statistical analysis activities withing the Department to assist in short-term and long-term decision-making. This includes coordinating departmental research initiatives; preparing various planning and research reports; identifying correctional planning and research problems; preparing research models appropriate to the problem; developing instrumentation analyzing data; and submitting recommendations for departmental research and evaluation priorities. These duties are essential for decision-making of the ODOC's administrative divisions, operations of Oregon's 12 prisons, parole, probation, and post-prison supervision functions in 36 counties, and the Board of Parole.About the AgencyThe mission of the Oregon Department of Corrections (ODOC) is to promote public safety by holding Adults in Custody (AIC) accountable for their actions and reducing the risk of future criminal behavior. The success of the ODOC mission relies heavily on the fundamentals of the Oregon Accountability Model. The basis of the Oregon Accountability Model is the strong belief in the importance of strengthening staff to adult in custody (AIC) and staff to staff modeling, particularly in the directing and shaping of pro-social behavior.Benefits to youWe pay 95% to 99% of medical insurance premiums for full-time employees [OR up to 99% of medical insurance premiums for part-time employees], including mental health coverage.The hourly equivalent for this position is approximately $40.67 - $63.39. [OR The annual salary for this position is $78,096 - $121,716.]12 paid holidays, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.DOC will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job!We conduct a pay equity analysis for candidates new to DOC based on their education and experience before every offer of employment.Position HighlightsThe primary purpose of this position is to analyze and evaluate policies, procedures, and operations of the RDDS unit to ensure data management operations meets the needs of the agency. They are responsible for conducting research, collecting, and analyzing data, and interpreting findings to inform recommendations and drive the development needs of the unit for the purpose of streamlining and improving operations for efficiency. They provide data management expertise, training, and mentorship to other staff and act as a liaison between business users and technical staff.This position is the primary liaison to the Data Warehouse Administrator and works closely with the Operations Analyst 2 to monitor, analyze, and support the data mart system and data lineage from source systems to the data mart in accordance with current data governance. They lead in the development and implementation of project requirements, technical documentation, assigns priorities, establishes deadlines, and tracks problems while ensuring capacity within the operations team is properly assessed.This position serves as the agency's Data Coordinator and works closely with Data Governance Committee to support unit operations through the implementation of data governance and support of the agency's open data program. They lead the inventory effort, assign work to data stewards, coordinate, and facilitate meetings with subject matter experts to identify and prioritize data, and support the overall governance and management of the agency open data program.In addition, this position provides technical, analytical, and consultative support to projects, initiatives, and work units within DOC as well as operations-based technical support for CORE scorecard. Overall, the role is to support the RDDS unit and DOC in achieving its goals and objectives by ensuring that its policies, procedures, and programs are well-designed, effective, and efficient.The primary purpose of this position is to work closely with the unit's Research Analysts, Research Scientist, internal department staff, external research partners, and the public to support unit operations to provide accurate and reliable data in a timely manner. They are responsible for conducting research, collecting, and analyzing data, and interpreting findings to inform recommendations and drive the development needs of the unit for the purpose of streamlining and improving operations for efficiency. This position utilizes current trends and best practices to automate and improve business practices for program evaluation and data visualization while designing tools and methods for successful quality control.This position works closely with the Research Analysts to assess, design, and implement business processes in the collection of research requests, data requests, data reports, data dashboards, program evaluations, and services. They provide data reporting and visualization expertise, training, and mentorship to other staff and act as a liaison between business users and technical staff. They are responsible for ensuring the quality and accuracy of data, as well as evaluating data to provide insights and recommendations for improving data-driven decision-making. This position serves as the Chair of the Research Committee under OAR 291-035-0005 and manages internal and external research studies that evaluate agency policy and operations. They will work very closely with all facets of the organization and external research partners to develop long-range plans, goals, objectives, and milestones; or evaluate the effectiveness of programs throughout an agency. In addition, this position provides technical, analytical, and consultative support to projects, initiatives, and work units within DOC as well as operations-based technical support for CORE scorecard.
