DEFINITION AND PURPOSE:
Responsible for the day-to-day programming, manages participant activities and outcomes of the Virginia CARES program and collaborates with other community action agencies and area human services programs. Maintain effective program operations and relationships. Provide direct services to participants for VaCARES program.
ORGANIZATIONAL RELATIONSHIPS:
Supervised by: Assistant Director
Supervises: Volunteers at VaCARES office
Coordinates with: Regional jails and prisons, probation and parole, employers, child support enforcement, courts, local DSS, State VaCARES office, other human service agencies, community leaders
RESPONSIBILITIES:
Assesses client needs, develops action plans for assisting client in acquiring needed skills and training, and refers client to appropriate resources.
Monitors each client’s progress in achieving action plan goals by meeting regularly with clients, reviewing staff observations and reports, collaboration with other agencies.
Facilitates individual and group counseling sessions, and educational workshops.
Interviews clients, maintains client data and files, and prepares reports.
Assists clients in obtaining employment.
Assists clients in obtaining support services and coordinates these services with other agencies.
Provides crisis intervention services.
Works in collaboration with Department of Corrections and other government/community offender services.
Assists participants with housing needs and compiles an active temporary/permanent housing bank.
Assists participants in obtaining appropriate identification documents.
Assists participants within approved transportation requirements.
Provides financial literacy training and debit-based banking assistance to clients when applicable.
Shares information concerning activities and issues in locality which affect the community.
Disseminates information to prisoners on community organizations, agencies and individuals providing supportive services.
Recruits community volunteers to participate in workshops.
Recruits and trains participant volunteers to assist with program.
Attends meetings and training deemed necessary by Manager and Director.
Meets or exceeds all program goals for specific service site.
Performs other duties as assigned and required.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of community resources and supportive services.
Individual and group counseling skills.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with others, especially disadvantaged persons and those who have mental illness, addiction, and/or domestic violence issues.
Particular knowledge of the challenges and needs of offenders and ex-offenders.
Experience with offenders and ex-offenders helpful.
Excellent organizational skills and leadership ability.
Ability to work independently.
Computer literate. Knowledge of computer data entry required.
TRAINING, EDUCATION AND EXPERIENCE:
Bachelors Degree in Human Services field or Associates Degree and equivalent experience.
Experience in case management, counseling and working with persons challenged by substance abuse, addiction and/or mental illness.
Training and experience in leading groups preferred.
Knowledge of Microsoft Office required.

SPECIAL REQUIREMENTS:
Valid Virginia Operator’s license with a good driving record and reliable transportation for insurance purposes.
TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
This position is eligible for remote work upon supervisor’s approval.
Able and willing to travel.
Must pass drug screening. Some positions require positive complete background screening including: criminal, sex offender and child protective services.
This position requires the individual to be in the field and must have contact with the office staff and supervisor therefore an agency issued cell phone is necessary.
Physical activity of this position – climbing; ascending and descending ladders, stairs, scaffolding, ramps, poles and the like; stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, use of fingers for – picking, pinching and typing; grasping, feeling, talking, hearing, repetitive motion of the wrists, hands, and/or fingers.
Physical requirements of this position – light work; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently.
Visual acuity requirements – close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
Conditions subject to in this position – worker is not substantially exposed to adverse environmental conditions.
