DePaul Community Resources seeks a Full-Time (37.5-hour workweek) Adoption Manager in any Adoption service location: Roanoke, Christiansburg, Abingdon, Charlottesville, Lynchburg, or Cedar Bluff.
DEFINITION OF POSITION
This position will provide direct supervision and guidance to assigned adoption specialists across multiple state and foundation pre- and post-adoption services grants at DePaul. The Adoption Manager will also assist the Director of Adoption in state level grant/program development, maintenance, planned program growth, and the general administration of multiple adoption programs.
ORGANIZATIONAL RELATIONSHIP This position will be supervised by the Director of Adoption. This position will supervise assigned adoption staff.
PRIMARY RESPONSIBILITIES
• Oversee and direct the work of adoption specialists across multiple grant-funded programs , ensuring compliance with ethical standards, reporting requirements, agency policies and grant guidelines
• Assist Director of Adoption with grant development, management, and reporting as needed
• Help with adoption policy manual annual review and updates
• Provide ongoing training and ensure compliance regarding Program Policies and Procedures, Grant Work Plans, Minimum Standards, Code of Virginia, Personnel Policies and Procedures and Social Work Best Practices
• Oversee supervisees’ files with respect to Program Policies and Procedures, Minimum Standards, Code of Virginia, Grant and other requirements.
• Maintain positive, professional relationship with grantors, staff, clients, adoptive parents, referral agencies and community liaisons.
• Promote DePaul activities and information to community organizations, associations, and media in coordination with the Director of Marketing and Business Development.
• Be available for consultation, support and assistance with staff.
• Review and approve supervisee forms necessary for submission to the Finance and Human Resources (HR) Departments.
• Review and approve supervisees’ paperwork.
• Coordinate with Local Departments of Social Services, Adoption and Family Resource Consultants and Adoption Supervisor/Grant Coordinator at VDSS regarding adoptive cases, homes, and grant services
• Oversee supervisees’ accurate collection of data in context of different requirements across various pre-adoption and post-adoption grants.
• Oversee successful completion of respective grants’ goals, objectives, and outcomes.
• Provide and document regularly scheduled supervision to supervisees.
• Participate in regularly scheduled supervision with the Director of Adoption.
• Meet all program, grant and administrative reporting and deadline requirements.
• Follow program policies and procedures as well as DePaul personnel policies and procedures.
• Participate in the interviewing and hiring of designated social work staff.
• Provide program related new employee orientation and ongoing training to staff.
• Complete required HR information on staff and forward paperwork accordingly.
• Complete performance evaluations for each supervisee and return to HR.
• Work with the Director of Adoption on program development.
• Oversee/manage supervisees’ work responsibilities in their absence
• Assist director in the formulation and implementation of the organization’s policies related to adoption
• Participate in supervision with the Director of Adoption
• Keep Director of Adoption informed regarding program, grant and employee activities, performance, challenges and concerns in a timely manner
• Network with other adoption-related agencies and remain aware of current trends in adoption through participation at match events, local adoption coalitions and community training events
• Perform other duties as may be assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES Experience and skills providing services to children and families, participating as a member of a multi-disciplinary team, speaking publicly concerning adoption issues and communication skills with client, colleagues, community service providers, and referral sources; Knowledge of and excellent clinical understanding of the grief process, family systems, trauma-informed practice, attachment disorders and their impact on children, youth and families, community networking and collaboration, the child welfare process to include policies and procedures for adoption, the core issues of adoption from the foster care system, family systems conceptual frameworks and their implications for adoptive families; excellent ability to develop and maintain therapeutically appropriate relationships with clients and families and to conduct comprehensive assessments for adoptive children and families.
Ability to provide strong leadership to staff; demonstrated ability to effectively plan, prioritize, and organize work; ability to understand, interpret and implement policies and regulations; ability to implement complex policies and procedures based on changing statutes and regulations, thorough ability to plan, communicate and establish effective working relationships with clients, co-workers, professional and technical staff, social service agencies and the general public; proficient written and verbal communication; excellent problem solving ability and organizational skills; ability to prepare effective reports and maintain records; ability to work independently or as a team member, work under deadlines and to handle crisis situations; ability to supervise and consult with professional staff; establish good working relationships with clients, other community professionals and staff employed by local departments of social services; ability to establish supportive relationships with program staff; ability to provide constructive feedback to staff when necessary.
TRAINING, EDUCATION AND EXPERIENCE An adoption manager shall have a Master’s degree in social work from a college or university accredited by the Council on Social Work Education plus three years of experience in providing casework service to children and families; or a Master’s degree in a field related to social work such as, but not limited to, sociology, psychology, special education, or counseling with at least four years of experience in providing casework services to children and families in a child-placing agency; or a Bachelor's degree in any field plus five years of experience in providing casework services to children and families.
SPECIAL REQUIREMENTS
The applicant must submit prior to hire a current Motor Vehicle Record (MVR), and possess a driving record that is in compliance with DePaul driver policy. Must be willing to have a criminal and child protective services (CPS) background report conducted upon hire. The applicant shall not have been convicted of any barrier crime(s) on the criminal background report and the applicant will have no founded disposition of child abuse or neglect as documented by the CPS background report. A non-negative result of the pre-employment drug test will terminate the application process or result in termination of employment. The employee must be able to occasionally lift a minimum of 25 pounds (from the ground to waist high), physically assist physically dependent individuals, and restrain a child when appropriate with proper certifications. Must have and be willing to use personal transportation. Work hours may include afternoons, evenings, and weekends, as well as regular business hours.
WORK ENVIRONMENT
The majority of the work will be completed in an office setting. Occasional travel by car to clients’ homes, various office localities for supervision purposes, DePaul functions, trainings/seminars, or within the professional community will be necessary.
