Responsibilities
We are seeking an experienced engineer to Support Office of Navel Research:
Duties of the position include but are not limited to:
• Maintain awareness of departmental needs and requirements; communicating departmental plans and strategies; maintaining briefings; and assisting in coordinating input for data calls, such as budget exhibit submissions, congressional requests for information, and budgetary drills.
• Development of databases for technical and programmatic tracking of key deliverables and milestones. Coordinate and schedule reviews, technical meetings, program meetings, conferences, and demonstrations with government authorities, program managers, other ONR support team members, and other stakeholders.
• Use Navy Enterprise Resource Planning (Navy ERP) and other ONR business processes (such as Wide Area Workflow) to prepare purchase requests; assist with financial data collection, data entry/retrieval, issue resolution and financial tracking of program commitments, obligations, and expenditures to mitigate risk throughout the life cycle.
• Support the management and execution of programs by updating Financial Tracker Sheets, Task Planning Sheets, Fact Sheets, drafting portfolio review slides and updating program budgets.
• Prepare and coordinate correspondence, presentations, reviews, reports, and responses to ONR, high level Navy, congressional and other internal and external requests for information.
• Support technical evaluation reviews in an advisory/non-voting capacity of special program proposals and prepare consolidated submissions for department head approval.
• Support technical liaison activities with senior officials in other departments, services/agencies, government laboratories, academia, and industry and in day to day interactions with other agencies, services, civilian and governmental institutions and organizations to support, facilitate, and avoid duplication of ONR program activities.
• Provide technical support and coordinate conferences, demonstrations, expositions, events, meetings, technical reviews, etc. to include physically presenting displays and assisting with display transportation, setup and staffing of event booths as directed or required by ONR Management or Program Officer personnel.
• Support technical management of programs including acquisition plan development, representation of the government project manager in his/her absence where required, and assessment of performance in terms of technical objectives, costs and schedule.
• Support the management and execution of S&T innovation programs and pilots, including interfacing with government agencies, academia, non-profits, industry, and public and private investment groups.
• Provide graphics, reproduction services in accordance with Section H and appropriate nearby conference and business facilities. Prepare program status reports and after-action reports following major program reviews or key events, as required.
• Coordinate Department inputs for various calls, such as Chief of Naval Research (CNR)/OPNAV N94 Monthly Report to the Chief of Naval Operations and Commandant of the Marine Corps, Command Operations Report, Assistant Chief of Naval Research (ACNR) Plan of the Month and the weekly submission of the Naval Research Enterprise Product Sheets.
• Coordinate management and oversight of site content for ONR S&T program webpages on the ONR public facing website, migration of ONR iConnect ONR Code 33 website to SharePoint 2013 and update of other websites related to ONR Code programs.
• Conduct daily check of security containers/safes within ONR. Participate in various innovation efforts to look at areas of opportunity to share and scale innovative solutions, to include developing the schedule for the Naval Innovation Process Adoption program, supporting Hacking for Solutions (H4X) workshops and supporting pilot programs, as required. Coordinate monthly Division staff meetings and weekly team planning meetings, maintain task lists and prepare documents for public release, as required.
ONR Science and Technology Technical Program Support
• Support Program Officers by assisting with technical planning and review of performer’s progress; overseeing model-scale, large-scale, and/or full-scale tests; reviewing and analyzing test data; budget development and oversight; briefing development; transition agreement development and implementation; and communication with the S&T and R&D communities.
• Assist Program Officers with conceptualizing, developing, budgeting for, and socializing new Fundamental Research programs, new Technology Candidates (pre-FNCs), new Future Naval Capabilities (FNCs) and new Innovative Naval Prototypes (INP) Programs. Support the development of investment strategies, technology roadmaps, preparation of warfighting payoff assessments, and prepare periodic updates to the program investment plans, as required.
• Support preparation of draft briefing materials, meeting/trip agendas, reports, correspondence, and action item tracking. Liaise with Senior Navy Officials and senior leadership at other Services, Department of Defense (DoD)organizations and international DoD partner services and organizations. Support in special studies and technology advisory panels, as required.
• Assist and coordinate Program Officers plans, projects and program activities with other DoD organizations and other Government agencies to support, facilitate, and avoid duplication of investments.
• Support International Project Agreement (PA) activities for initiation, execution, and management of the PA as well as preparation, review, and release of project information in accordance with DoD and International Traffic in Arms (ITAR).
• Assist Program Officers with coordination of the selection and funding process for program technology proposals, as well as the development of specific Broad Agency Announcement (BAA) solicitations and the coordination of the review process for these announcements. Assist with assessing the impact of anticipated system and application initiatives identified by the Code.
• Assist in developing and maintaining key documents and master plans that incorporate all relevant studies and analyses. Assist in studies and evaluations of the strategic positioning of a portfolio of related ONR programs with respect to the investment mix and customer alignment and conduct a sensitivity analysis of the portfolio.
• Track Department Whitepaper Submissions against the Long-Range Broad Agency Announcement. Coordinate receipt and storage of classified documents in support of assigned programs.
• Coordinate collection of proposal documentation for new contracting actions, including drafting contract CDRLs, collecting the Program Officer’s Technical Evaluation Form for Broad Agency Announcement (BAA) solicitations
Qualifications
BS 8-10, MS 6-8, PhD 3-5
Active Secret or Top Secret Security Clearance
**100% Remote position however, must have ability to arrive at ONR within one hour of being called so must local to the DMV area**
• A Master’s degree from an accredited university in a technical or business field and five (5) years of experience in a technical field or a Bachelor’s degree from an accredited university in a technical or business field and seven (7) years of experience in a technical field.
• Experience in technical program management of programs and Science and Technology program management
• Experience in executing and reviewing technical studies, analysis, and design activities.
Experience in at least one of the following core competency areas is required (experience in
more than one core competency area is preferred):
• (1) Naval/Marine Corps Platform Design and Engineering
• (2) Naval/Marine Corps Power, Energy and Propulsion
• (3) Naval/Marine Corps Materials
• (4) Naval/Marine Corps Undersea Weapons
• (5) Naval/Marine Corps Sustainment and Logistics
• (6) Naval/Marine Corps Manufacturing.

Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position based on experience and other factors.
