VP, Benefits ManagerBanking 6, Role CVA Operations CenterThe Benefits Manager is responsible for:Maintaining, as well as developing and implementing new and revised programs, policies, and proceduresProviding oversight on the administration of employee benefits, which includes 401(k) Plan, leave policies, wellness programs and insurance policies such as health, life and disabilityEnsuring company benefit programs are administered consistently and in compliance with internal policies and government regulationsServing as the back-up Payroll AdministratorBenefits Management•Partner with internal teams, and external vendors, to manage plan administration efforts for health and welfare benefits, including medical, dental, vision, mental health, life insurance, Accidental Death & Dismemberment (AD&D) insurance, short- and long-term disability, Flexible Spending Account (FSA), Health Saving Account (HSA), profit-sharing, Family Medical Leave Act (FMLA), group legal, transit benefits, Employee Assistance Program (EAP), 401(k) Plan, and other ancillary benefits.•Manage and analyze the design and cost of benefit programs, review and report on trends, monitor the competitiveness of benefit programs and contribute to the annual budget preparation process.•Collaborate with leadership team to negotiate and contract with benefit plan providers, vendors, auditors and consultants for services, premiums, and plan administration.•Research and recommend short- and long-term benefits strategies to ensure market competitiveness and employee retention.•Develop and implement comprehensive wellness program and initiatives.•Contribute to the employee onboarding process and educate employees on the benefits throughout their entire employment cycle: at the time of hire and continually as needed, through new employee orientation, newsletters, emails and individual communications.•Manage annual open enrollment process, including online enrollment, partnering with brokers and carriers for developing communication materials, supporting employee meetings and driving engagement, as well as auditing the data in multiple vendor systems.•Manage COBRA administration•Review, approve and process employee's request of 401(k) Plan loan, hardship withdrawal, and full payout for terminated employees.•Plan and coordinate 401(k) Plan Committee meetings, review data with advisors and prepare agendas, lead meetings.•Oversee the administration of claims (disability, life, AD&D) processing and resolve coverage questions and problems. •Reconcile, prepare, and pay monthly premium payments to all benefits carriers, maintain COBRA accounts for terminated employees and retirees, maintain Metro Smart benefits and parking accounts, resolve all benefits variances on any benefit accounts, complete HRA-NCA benefits surveys annually. •Prepare and fund year-end employer profit sharing contributions, calculation should be based on management approval and plan eligibility requirements.•Conduct an annual true-up to the 401(k) Plan and pension account in accordance with NCB policy.•Review semi-monthly 401(k) Plan contribution and employer match contribution data feeds to Fidelity, correct file errors, if necessary, create electronic fund transfer request and submit for funding.•Partner with vendors to analyze utilization and claim data and identify trend issues, recommends process improvements and/or plan design changes.Compliance•Ensure compliance with all federal, state and local benefit laws and regulations, including appropriate filings with assistance from outside providers where needed, such as 5500's, ACA compliance, 401(k) Plan audit, etc.•Partner with insurance broker to ensure effective communication of health care law notifications/mandates to employees via written notification.•Participate on company's 401(k) Plan committees and manage all plan notifications to employees and participants in accordance with the law.•Prepare mid and year-end 401(k) Plan discrimination testing, salary testing every other year, review the test results to ensure the status of NCB's Qualified Plan is maintained, take action to correct all Failing Year-End tests if necessary.•Engage auditor to audit the financial statements of the NCB Retirement and 401(k) Plan, deferred compensation plan, work closely with auditors and provide documentation, schedules, reports, data, etc. as requested, review and approve auditors' report, financial statements and supplemental schedule of assets held at year end. HRIS Administration•Manage all compensation and benefit administration of company's HRIs (UKG Pro), including updating benefit rates annually, processing annual increases and providing overall administration support for system.•Identify and recommend system processes and improvements for compensation and benefits administration.PROFESSIONAL EXPERIENCE•Bachelor's degree in human resources, finance, accounting, business or related field.•Progressively more responsible roles managing benefits programs, ideally in a public company environment.•Advanced knowledge of legislation impacting benefit plans (ERISA, COBRA, HIPAA, FMLA, PPACA) and IRS rules and regulations.•Strong proficiency with MS Office (especially EXCEL) and HRIS systems, ideally with UKG Pro (formerly known as UltiPro).QUALIFICATIONS•Superior analytical and forecasting skills, attention to detail and commitment to high quality work product.•Highly engaging, agile and collaborative•Excellent project management and operational skills including planning, logistics, program management, and scheduling•Strong strategic thinking capabilities with the ability to naturally translate strategy into plans for execution•An open, inclusive, team-oriented work style and the ability to collaborate and build strong relationships with employees and leaders at all levels of the organization•A commitment to the pursuit of excellence, demonstrates a willingness to speak honestly, listen openly, and lead purposefully•Solid understanding of business concepts, strategic alignment and identification of benefits implications•Ability to thrive and pivot in a fast-paced work environment while navigating change•Intuitive, strategic and conceptual thinker with an orientation to detail and results•Ability to travel 10% - 15%AA/EOE
