Job Duties

The DMV Law Enforcement Division is seeking a Special Agent in Charge (SAC) to oversee work group operations statewide.
The purpose of this position is to manage law enforcement operations for the Commercial Carrier and Tax Enforcement work group. Incumbent span of control includes assistant special agents in charge, senior special agents, special agents, support staff. The work group supports operations of Motor Carrier Services, Tax Services, and Size and Weight Services by providing compliance and enforcement services at the field level. The position reports to the Director of Field Operations and in his/her absence the Assistant Commissioner. This position provides an important link between the Director and field personnel by establishing performance expectations at the beginning of each performance cycle, resolving employee relation issues, coaching employees for optimum performance, reviewing employee performance evaluations, and encouraging career development of employees to develop future leadership. Position is also responsible for developing and maintaining working relationships with federal, state and local law enforcement, as well as regulatory agencies having oversight of commercial transportation and motor fuels tax.

Minimum Qualifications
Current DCJS LEO certification within DMV LED.
Advanced Knowledge of motor vehicle laws and their application, particularly those contained in Title 46.2, Chapters 20 and 21; Title 58.1 Chapter 22; as well as state and federal regulations for commercial motor vehicle programs.
Comprehensive knowledge of laws, regulations, and policies that impact work group operations.
Comprehensive knowledge of DMV administrative process and workflow as it pertains to licensing, titling, and registration.
Comprehensive knowledge of best practices for law enforcement operations and managing law enforcement personnel.
Keen ability to expertly supervise and/or manage law enforcement operations at the work group level.
Keen ability to interpret, explain, and apply policies and procedures, and state laws and regulations as well as applicable federal laws and regulations and communicate them effectively to subordinates.
Ability to work independently with minimal supervision or guidance.
Ability to communicate effectively and professionally orally and in writing.
Skilled at conducting research and analysis of issues, producing and presenting reports of findings and conclusions.
Skilled at solving problems.
Skilled at using a personal computer, peripheral devices, wireless devices, and office productivity software used by DMV.
Skilled at using firearms, standard issued police equipment, radio communication equipment.
Skilled at safely operating a motor vehicle (police equipped) under a variety of conditions including emergencies.
Demonstrated ability to apply principles and techniques of criminal investigations, rules of evidence, laws of arrest, search and seizure, court procedures in a wide range of operational and organizational situations.
Excellent written and verbal communication skills.
Demonstrated ability to work under pressure of time constraints and changing priorities.
Competent to render credible testimony in court or administrative proceedings.
Extensive knowledge of the motor vehicle, tax, and criminal laws of the Commonwealth and their application.
Considerable knowledge and experience with standard police field training, HR Policies, and Supervisory practices.
Demonstrated ability read, interpret, explain, and apply law and procedures.
MUST be able to render credible testimony in a court of law as well as any other forum required by job responsibilities.
Ability to perform intricate analysis of and reconstruct records, data flow, and supply chain of transactions.
Personal computer usage and automated file system experience to include advanced extraction and development of case related data.
Demonstrated ability to manage, lead, and direct the work of others and the ability to manage multiple tasks.
Preferred Qualifications:
Bachelor's degree in Administration of Justice, Business, Public Administration or related field or comparable combination of education and experience.

Must comply with statutorily specified minimum qualifications for law enforcement officers (15.2-1705, Code of Virginia) including a criminal history records check, a background investigation, and a physical examination.
Must not have been convicted of a crime of domestic violence.
Must be able to successfully complete all required law enforcement training including firearms, emergency vehicle operation, and defensive tactics.
Must reside or relocate to a location within 50 miles or 75 minutes drive time of assigned work location.
Must reside within the Commonwealth.
Must meet and maintain all federal and Virginia legal qualifications to serve as a law enforcement officer.
Must possess a valid driver’s license.
Must agree to telecommute under the agency telecommuting policy.
This position requires completion of an Economic Interest Statement.
