Pur p ose of Job
The purpose of this job is to coordinate contract analysis and review operations for the Athens-Clarke County Human Resources Department. Duties and responsibilities include, but are not limited to: assist departments with preparation of requests for proposals to include proper insurance and risk mitigation requirements, obtain and consolidate proof of insurance from vendors; assist Human Resources staff in case research; complete and file required reports and documentation; perform other duties as assigned.

Work Schedule: Monday - Friday, 8:00 am - 5:00 pm. On call required, occasional nights and weekends. May be required to work outside of normal business hours.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in Human Resources Management, Business/Public Administration, Risk Management, Health Promotion, Public Health or related discipline with four years of human resources, personnel administration, policy development, risk assessment, insurance, accounting, health promotion, financial management or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for the position.
Must possess a valid driver's license.
Certification as a paralegal preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Performs comprehensive review and evaluation of requests for proposals and the associated contracts awarded to ensure proper levels of insurance coverage and performance bonding.
Ensures that request for proposal stipulations and contract analysis is undertaken to correctly balance insurance requirements, organizational risk and operational safety.
Conducts safety & risk policy training, contracts review process training, and others as assigned to departments throughout the organization.
Reviews various documents, legal documents, law enforcement reports, and records such as requests for proposals, vendor proposals, minutes of the governing body, public records, ordinances and standard codes, and other pertinent information.
Assists administrator in verification of proper insurance coverage of all land, buildings and fixtures and equipment owned by ACCGov.
Assists administrator in verification of proper insurance coverage for all vehicles, construction equipment and other rolling stock owned by ACCGov.
Assists administrator in verification of seeking and administering additional or supplemental insurance programs offered by professional associations, state and federal agencies.
Assists administrator in verification of proper bonding of all elected officials.
Obtains information for follow-up to contract analysis; communicates with internal stakeholders including Attorney’s Office, Department Directors, Elected and Appointed Officials, and outside vendors; prepares reports with activity log.
Obtains and analyzes findings from ACCGov Attorney’s Office and communicates to organizational and departmental leadership.
Creates summary of current status of contracts review for all departments, Certificates of Insurance obtained, and recommendations pertaining to resolution of safety & risk matters; completes daily reports and logs reflecting activities performed in Origami RMIS.
Coordinates and assists HR-Risk Generalist and Third Party Administrator with management of self-insured general liability program.
Prepares correspondence, letters, memoranda, reports, and other documents associated with daily routine and duties of the position.
Consults with ACCGov departments, governmental agencies, law enforcement personnel, and attorneys on a daily basis to obtain and provide information and guidance.
Performs flexible administrative duties as necessary including general office, investigative and hearing preparation functions. Responds to inquiries and requests for information by telephone or in person regarding assigned contracts and safety & risk matters.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Athens-Clarke County Human Resources Department as they pertain to the performance of duties relating to the position of Human Resources Coordinator, Contract Analyst.
Knowledge of various insurance coverages and the ability to apply knowledge to contract review and analysis.
Knowledge of investigative reports, documents, and materials used in legal proceedings, Criminal Code of Georgia, Athens-Clarke County Ordinances, employment laws, various law enforcement manuals and handbooks, and procedures and methods as required in the performance of duties pertaining to local ordinances.
Knowledge of the terminology used within the department. Has the ability to communicate effectively with supervisors and other staff members.
Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.
Ability to use independent judgment in routine and non-routine situations.
Ability to perform mathematical calculations.
Ability to utilize and understand computer applications and techniques (including database management software) as necessary in the completion of daily assignments.
Ability to plan, organize, and/or prioritize daily assignments and work activities.
Ability to comprehend and apply regulations and procedures of the office.
Ability to use standard office equipment including, but not limited to, typewriter, copier, and facsimile machine.
Ability to use audio-visual equipment and drafting tools in conducting case preparation work.
Ability to operate motor vehicle and radio/mobile communications equipment in performing investigative duties.

P HYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, typewriter, copier, calculator, facsimile machine, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

Requires the ability to prepare witness/victim statements, investigative reports, evidence logs, subpoenas, and various records, charts, and diagrams using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people and/or before groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
V ERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. M OTOR COORDINATION: Requires the ability to coordinate hands and eyes in using office equipment, investigation tools, and to operate a motor vehicle. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
